3、Qualification Requirements For Bidder
Qualifications or Performance:Qualification and Achievement requirements for the bidder
The following documents must be provided
(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:
①The only official authorization of the manufacturer for this tender must be provided (the authorization must be directly authorized by the manufacturer and secondary authorization is not allowed), the authorization must include the relevant content of "the manufacturer is responsible for the quality of the product and after-sales service" and the manufacturer"s contact and contact details, and ensure that the manufacturer"s contact is able to coordinate the handling of important matters in the process of project implementation (for this requirement, the manufacturer may also make a separate written commitment / statement outside the authorization), otherwise no proxy tender will be accepted.;
②the Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4)The manufacturer shall provide no fewer than one successful application record of flow meters for similar projects (with the contract signing date before October 1, 2024) that has been in operation for over one year. Similar application record: flow meter performance in natural gas media under working pressure of 6MPa or higher. (Performance documentation: The performance proof documents shall include, but not be limited to, scanned copies of contracts and user usage certificates. One contract and corresponding user usage certificate constitute one performance record. The contract must include key information such as the contract cover, material name, brand and model, quantity, and signatures or seals. The user usage certificate is not subject to a specific format but must include elements such as material name and brand, specifications and models, operating conditions, and usage status, along with signatures or seals. If the contract or other documents are in a foreign language, corresponding Chinese translations must be provided.)
(5) In the absence of an order to cease production, suspend or revoke a licence, suspend or revoke a licence, or enter into liquidation proceedings, or be declared bankrupt or otherwise incapacitated, the bidder is required to provide an undertaking signed and stamped by a legal representative or an authorized representative.
(6) If the bidding product belongs to the national compulsory certification product, the bidder must provide a copy of the national compulsory product certification certificate. If before delivery, due to changes in the relevant national policy, the bidding product becomes a national compulsory certification product, the bidder must complete the relevant compulsory product certification certificate before shipping.
(7)By the bid submission deadline, the bidder shall not have been listed as a severely illegal or dishonest enterprise by the administrative authority for industry and commerce in the National Enterprise Credit Information Publicity System, nor shall it have been included in the Dishonest Executed Persons List on the "Credit China" website. If the bidder is a foreign enterprise, it must provide screenshots of queries from the aforementioned systems and websites and submit a written commitment confirming the absence of any illegal or dishonest conduct. The bidder shall not have had its bidding qualifications suspended or revoked on the China National Petroleum Corporation Bidding Website (www.cnpcbidding.com). (According to the "China National Petroleum Corporation Bidder Dishonest Behavior Management Measures," when the dishonest score reaches 8 points, the bidding qualifications of the dishonest party shall be suspended for six months; when the score reaches 9 points, the suspension period shall be one year; and when the score reaches 10 points, the suspension period shall be two years. After the suspension period expires, the bidding qualifications shall be reinstated, and the remaining dishonest points within the validity period shall remain effective. If the dishonest score exceeds 10 points or if dishonest behavior occurs again during the suspension period, the bidding qualifications shall be revoked for three years.) The above content shall be subject to the real-time query results of the corresponding websites by the bid evaluation committee. The bidder shall not have been included in the blacklist of suppliers, contractors, or service providers by the China National Petroleum Corporation Group.
(8)Within two years prior to the bid opening date, if a bidder has made one or more invalid complaints about the evaluation results in the bidding activities organized by China Petroleum Materials Co., Ltd. (including the result of the mechanical and electrical office of China Petroleum Group Corporation being: not accepted, rejected, or maintaining the original evaluation results), the bid will be rejected.
(9) The bid shall be rejected if the bidder puts forward invalid complaint two or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date(including complaint rejected, overruled or judgedto maintain the original bid evaluation results by the mechanical and electrical office).
(10)If the bidding product belongs to the national mandatory certification product, the bidder must provide a copy of the national mandatory product certification certificate. If the bidding product becomes a mandatory national certification product due to changes in relevant national policies before delivery, the bidder must complete the relevant mandatory product certification certificate application before shipment.
