3、Qualification Requirements For Bidder
Qualifications or Performance:*(1)Bidders should fill in and provide relevant materials in accordance with the requirements of Format IV-9 in Section 4.
*(2)Bidder must be the Manufacturer itself or directly authorized Agent;
*(3)If as an Agent:
1)
The bidder should provide a letter with original official authorized by all the Manufacturer for the bid;
2)
The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
3)
The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder;
*(4) Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The copy must be signed or sealed by the bidder).
*(5) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) The above contents are subject to the inquiry results of the bid evaluation Committee on the corresponding website.

*(7) The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).

*(8) The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).
