1、Bidding Conditions
Overview:The construction grade of Honghe Mengzi Airport"s flight area is 4C, with a runway size of 2800m x 50m and 4 Class C parking stands. The main construction content of this phase includes: 4 Class C airport apron parking stands, two jet bridges, a 6,132 square meter terminal building, a 1,838.1 square meter air traffic control building (including control tower), and supporting projects such as air traffic control, cargo handling, fire fighting and rescue. Supporting facilities include apron navigation lighting and related power supply, water supply, and communication facilities. This tender includes 2 passenger boarding bridges (including the fixed and movable ends of the glass bridge) for Honghe Mengzi Airport, 2 units ground air conditioning units (airplane ground air conditioning units), and 2 units 400HZ power units (airplane static inverter power units) for Honghe Mengzi Airport.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal entities or organizations from the People"s Republic of China or countries/regions with normal trade relations with China are eligible to participate in the bidding. Domestic bidders must submit a valid copy of their business license, while overseas bidders shall provide a copy of their commercial registration certificate or other valid documentation.
3.2 This project accepts bids from manufacturers or agents, but manufacturers and agents cannot participate in the same project bid simultaneously. If an agent participates in the bid, they must provide a valid authorization letter issued by the manufacturer for this project. Each manufacturer can only authorize one agent to participate in the bid. Equipment requiring authorization letters includes: passenger boarding bridges (including fixed and movable ends of glass bridges), ground air conditioning units (aircraft ground air conditioning units), and 400Hz power supply (aircraft static voltage transformer units). Valid authorization letters must be provided in original or photocopy form.
3.3 If the bidder is a manufacturer outside the People"s Republic of China, it shall have a permanent service agency or a commissioned agency in China and be able to provide timely and effective (at the project location) after-sales service; if the overseas manufacturer authorizes an agent to bid, the manufacturer shall have a permanent service agency or a commissioned agency in China to provide after-sales service; provide an introduction of the after-sales service agency and a copy of its business license (if the after-sales service agency is an agent, a copy of the after-sales service authorization letter issued by the manufacturer shall be provided).
3.4 Additional Requirements: The bidder must provide products [including passenger boarding bridge movable ends, ground air conditioning units (aircraft ground air conditioning units), and 400Hz power supply units (aircraft static voltage transformer units)] that have passed inspection and are listed in the special equipment announcement of the Civil Aviation Airport Special Equipment Information Management System, with the announcement status marked as normal. A copy of the announcement must be submitted.
3.5 Performance Requirements: Over the past five years (from January 1, 2020 to the bid submission deadline, based on the contract signing date), the bidder"s main products [including: passenger boarding bridges (movable ends) or passenger boarding bridges (with fixed and movable glass ends), ground air conditioning units (aircraft ground air conditioning units), 400Hz power supply units (aircraft static voltage transformer units)] must have at least one supply performance record with a domestic civil transport airport. [Provide copies of key contract pages (supply performance contracts may consist of one or multiple contracts, but must include all the aforementioned main products), and must clearly demonstrate key details such as the contracting party, signing date, and supply content. If these details cannot be reflected, additional owner certification materials must be provided.]
3.6 Social Security Requirements: The project"s authorized representative must be a regular employee of the bidder"s organization. Provide social insurance participation certificates for the aforementioned personnel covering the past six months (issued on or after the project"s tender announcement date). Social insurance contributions made through the organization"s branch offices (non-independent legal entities) shall be deemed equivalent to those made by the bidder"s organization. Submit copies of the social insurance certification documents.
3.7 Reputation requirements:
3.7.1 Domestic bidders shall meet the following conditions:
(A) The bidder shall not be listed as a seriously illegal or untrustworthy enterprise in the National Enterprise Credit Information Publicity System by the administrative department of industry and commerce; the bidder shall submit the information to the review committee for examination by the tenderer or the tendering agency during the evaluation.
(B) The bidder has not been included in the list of dishonest persons subject to enforcement by the People"s Court, and the information is queried on the China Enforcement Information Publicity Network (http://zxgk.court.gov.cn/); the inquiry is conducted by the tenderer or the tendering agency, and submitted to the review committee for examination during the evaluation.
3.7.2 Overseas bidders shall meet the following conditions: good commercial reputation and no major illegal records (bidders shall make their own commitment).
