Package 02 plans to purchase 2 bedside blood gas analyzers and 2 ACT analyzers. Package 03 plans to purchase 11 temporary pacemakers, 1 coronary flowmeter and 1 radiofrequency ablation device. Package 04 plans to purchase 3 sets of sternal saws and 3 sets of high-frequency electrosurgical knives.

3、Qualification Requirements For Bidder
Qualifications or Performance:Legal entities or organizations from the People"s Republic of China or countries/regions with normal trade relations with China must meet the following requirements in addition to fulfilling the criteria outlined in Clause 2.2 of Chapter 1 "Instructions to Bidders" in the 2014 Edition of the "International Competitive Bidding Documents for Electromechanical Product Procurement" issued by the Department of Electromechanical and Science and Technology Industry of the Ministry of Commerce of China.
① Manufacturers may participate in the bidding independently. Manufacturers within the customs territory shall have valid business license and production license; manufacturers outside the customs territory shall be legally registered in their respective countries.
② The national general agent of the bid product, or the agent listed in the medical device registration certificate or registration form (hereinafter referred to as the agent), may also participate in the bid. The national general agent must hold a valid national general agent certificate.
③ Dealers (or agents) authorized by the manufacturer or the national general agent or agent may also participate in the bidding.
④ Domestic distributors (or agents) and their authorized national general agents or agents must possess valid business licenses and medical device operation qualification certificates (the scope of operation in the qualification certificate must cover the product categories involved; for Class III products, the Medical Device Operation License shall apply, while for Class II products, the Medical Device Operation Filing Certificate shall apply). Overseas distributors (or agents) must be legally registered in their respective jurisdictions and obtain authorization from the manufacturer.
⑤ The bidding products belong to class II or class III, which must obtain the medical device registration certificate, and belong to class I, which must obtain the first-class medical device filing certificate.
⑥ Financial status report, materials related to the payment of taxes and social security funds in accordance with the law
6.1. Provide the financial audit report issued by the accounting firm for 2023 or 2024, or the financial statements (balance sheet and income statement) of any month from June 2025 to now;
6.2. Provide tax payment certificate for any month from June 2025 to now
6.3. Provide a social security record certificate for any month from June 2025 to the present
