3、Qualification Requirements For Bidder
Qualifications or Performance:1. The bidder must be the manufacturer or agent of the goods being bid on. If the bidder is an agent, they must provide one of the following materials:
1) Authorization letter directly issued by the manufacturer;
2) Authorization letter issued by the manufacturer"s affiliated companies (affiliated companies refer to companies controlled or controlled by the manufacturer, or companies belonging to the same group as the manufacturer, and valid proof of affiliation must be provided);
3) Authorization letter issued by the regional distributor authorized by the manufacturer (valid proof of regional distributor must be provided)
Note: The format of the authorization letter owned by the manufacturer, manufacturer"s affiliated companies, or regional distributors authorized by the manufacturer is also acceptable.
2. Documents proving that the bidder has the financial, technical, and production capabilities required to perform the contract (in a format that meets the requirements of the "Authorization Letter Format for Unit Leaders", "Qualification Declaration Format", "Manufacturer Qualification Declaration Format", "Qualification Declaration Format for Bidders (as Agents)", "Authorization Letter Format for Manufacturers", and "Certificate Format" in Chapter 4 of the Bidding Document Format).
3. Performance requirements: From January 1, 2022 to present (based on the date of contract signing), bidders must have sales performance of one set of software similar to the bidding scope of this project, and provide key pages of the contract (including at least the stamped or signed pages of both parties, the content and quantity of the products sold, and the date of contract signing).
4.1) Bidders within the customs territory of China (excluding Hong Kong, Macao, and Taiwan) shall provide a bank credit certificate issued by the bank where they opened their basic account within 3 months prior to the bid opening date;
Bidders from outside the customs territory of China (including Hong Kong, Macao, and Taiwan) shall provide a bank credit certificate issued by their bank within 3 months prior to the bid opening date.
If the credit certificate clearly states that the photocopy is invalid, the original copy of the credit certificate must be provided, and the bidding agency reserves the right to review the original copy.
5.1) Bidders within the customs territory of China (excluding Hong Kong, Macao, and Taiwan) must provide the following supporting documents:
① Business license, legal representative certificate of public institution, or other legally registered proof materials.
2) Bidders from outside the customs territory of China (including Hong Kong, Macao, and Taiwan) must provide the following supporting documents:
① Valid business license certificate.
3) Other qualification certification documents: see Chapter 8 for details.
