3、Qualification Requirements For Bidder
Qualifications or Performance:1) Bidders must complete valid registration on the electronic trading platform designated by the Ministry of Commerce of the People"s Republic of China for providing public services for international bidding and tendering activities of mechanical and electrical products (hereinafter referred to as the "electronic trading platform for mechanical and electrical products bidding and tendering", website: www.chinabidding.com) before the bid submission deadline.
2) In the three years prior to participating in the procurement activities, there have been no major illegal records in business operations.
3) This tender does not accept joint bids.
4) If the goods to be tendered by the bidder are medical devices, the bidder shall provide the "Medical Device Registration Certificate of the People"s Republic of China" or the "First-Class Medical Device Filing Certificate" for the tendered goods; the bidder shall provide the "Medical Device Business License" or the "Second-Class Medical Device Business Filing Certificate" in accordance with relevant national regulations, and the business scope of the bidder shall be consistent with the relevant license or filing content. (Applicable only to medical devices)
5) The bidder must be the manufacturer of the tendered equipment or an agent authorized by the manufacturer of the tendered equipment.
6) Domestic bidders have not been listed as dishonest executors, major tax violation cases parties, or serious dishonest parties in government procurement on the official channels such as the "Credit China" website (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn) designated by the Ministry of Finance of the People"s Republic of China in the past three years (from January 1, 2022 to the present).

Sales Venue & Operation Process: Eligible suppliers willing to participate in the bidding must, within the above-specified period, log in to the homepage of the Shanghai Cairui Bidding Platform (https://www.cairuibidding.com.cn) to download the User Manual - Suppliers free of charge. They shall then complete the free real-name information registration in accordance with the instructions in the manual. After completing the registration, suppliers can log in to the platform to perform operations such as online payment (for purchasing bidding documents) and free download of electronic bidding documents. No handling will be provided after the deadline. Bidding documents submitted by suppliers who fail to obtain the bidding documents in accordance with the regulations will be rejected.
Price of Bidding Documents: RMB 600 per copy. No refunds will be given after purchase.
Potential bidders who have not purchased the bidding documents from the tendering agency shall not be allowed to participate in the bidding.
