3、Qualification Requirements For Bidder
Qualifications or Performance:(1)Bidders must comply with the requirements for qualified bidders as stipulated in Chapter 1 of the "Bidder"s Instructions" in the first volume of the
"International Tendering Standard Documents for Electromechanical Products" (compiled by the Department of Electromechanical and Science and Technology Industries, Ministry of
Commerce).
(2)The bidder shall be a legal entity or other organization responding to the tender, capable of independently assuming civil liability, and possessing valid business license or effective
company registration certificate.
(3)The bidder shall be the original manufacturer, authorized agent, or subsidiary of the products being bid on. For bids by agents, a valid authorization letter issued by the product
manufacturer must be provided.
(4)Overseas bidders must provide the original or a copy of a credit certificate issued by their account-opening bank within three months prior to the bid opening date. Domestic bidders shall
submit the original or a copy of a bank credit certificate issued by the bank where their basic account is maintained within three months prior to the bid opening date. (The original shall be
kept on file for verification.)
(5)The bidder must provide at least three completed projects of the same type worldwide since January 1, 2021, along with copies of the contracts (the contracts provided must be from the
bidder or the manufacturer it represents. The contract copies should clearly specify information such as dates and models, excluding pricing details).
(6)This project does not accept joint bids.
(7)Bidders must purchase the bidding documents from the tendering institution and register to be eligible for the bid.
(8)Other requirements: Other requirements stipulated by law.

documents will be sold in packages at a price of RMB 800 per package (electronic version). After the bidding documents are sold, the above-mentioned fees will not be refunded.
The procurement documents for this project are downloaded online through the Electric Science and Technology Procurement Platform. Suppliers who are interested in participating in this
project must complete the following operations before the deadline for receiving the procurement documents:
(1) User registration: For first-time login to the "Dianke Procurement Platform"( https://www.cfet.com.cn )Suppliers need to register as users. Click on "User Registration" and fill in the
information on the page in order before submitting for review. The review result will be notified by SMS within 1 working day. If the review is rejected, you can log in with the phone number
and password filled in during registration to check the reason for rejection. After modification, you can resubmit. If the supplier has already completed registration, this step can be
skipped.
(2) Register to collect purchase documents: suppliers who have completed the registration should enter the platform from the user login portal, click Purchase Execution - My Project - I want
to participate in the navigation bar at the top of the page, search for the project name or project number, click Participate Now - Purchase Documents, and then they can pay the bid price
online by themselves (personal WeChat and Alipay payment are supported). After the payment is successful, you can download the file; If you choose to purchase offline, you need to complete
the payment, upload the payment proof, and after verification, you can click to download the file.
(3) Download invoice: After purchasing online, you can download the invoice in Financial Management - Order Invoicing; If you choose to purchase the bidding documents offline, you need to
click on the invoice application in the financial management - order invoicing. After the financial review is approved, you can download the invoice.
