1、The Government of China has received a loan from the World Bank to finance the World Bank–Financed Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases in Hainan Province (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under the contract for the Procurement of Equipment for the Hainan Tropical Disease Research Center and Statistical Information Center (Contract No.: HN-G-48).
2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Center for Disease Control and Prevention (the Purchaser), hereby invites sealed bids from eligible and qualified bidders for the supply of the following goods and related services:

3、This bidding is conducted using the Request for Bids (RFB) method under domestic competitive procurement in accordance with the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”). All eligible bidders as defined under the Procurement Regulations may submit bids.
4、Interested eligible bidders may obtain further information at the address given in this Invitation for Bids and inspect or purchase the bidding documents from October 31, 2025 to the bid submission deadline of November 25, 2025, on each working day (excluding Saturdays, Sundays, and public holidays), from 9:00 to 11:30 a.m. and 1:30 to 5:00 p.m. (Beijing Time).
5、Prospective bidders should note the provisions on eligibility and conflict of interest in ITB Clause 4 of the Bidding Documents. Any bidder found to have a conflict of interest shall be considered ineligible.
6、The qualification requirements for bidders include:
| Business Scale | The Bidder shall have an average annual turnover of not less than RMB 4.6 million over the past three years (2022–2024). |
| Contract Experience |
The Bidder shall, within the recent three years (from January 1, 2022 to the present), have successfully completed, as a supplier, at least two (2) supply contracts for laboratory instruments or equipment that are similar in nature and complexity to the products to be procured under this Project. Among them, at least one (1) contract shall include the supply of an AMR genomic big data processing workstation, and the contract value of each single contract shall not be less than RMB 1.45 million. The Bidder must provide supporting documents that meet the above requirements, including at least the Contract Agreement and the Acceptance Certificate issued by the end user. The contract copies attached in the bid shall include, at minimum, the pages that can demonstrate the following information: project name, scope of supply, contract signing date, contract amount, and signature/seal pages. The Bidder shall also specify the contact person and contact information of the end user. |
| Technical Experience |
The goods offered shall have at least two (2) years of production experience. The Bidder must provide supporting documents that meet the requirements, including copies of sales contracts for similar goods. In addition, at least one (1) unit/set of the AMR genomic big data processing workstation must have been sold. The Bidder must provide supporting documents that meet the requirements, including copies of sales contracts and invoices for similar goods. |
| Production Capacity | The Bidder shall have minimum supply or production capacity to ensure its ability to supply the required models, specifications, and quantities of the Goods. The Bidder shall provide supporting documents issued by the manufacturer of the Goods, including copies of the business license, performance test reports (if available), and other related documents that demonstrate the manufacturer’s minimum supply or production capacity, ensuring its capability to provide the required models, specifications, quantities, and quality of the Goods. |
| Financial Status | The Bidder shall provide audited financial statements (including the Balance Sheet and Income Statement) for the most recent three fiscal years (2022, 2023, and 2024), which shall reflect the Bidder’s financial condition and demonstrate sustainable profitability. As a minimum requirement, the Bidder’s net assets (calculated as total assets minus total liabilities) shall be positive for each of the last three years. |
| Cash Flow Capacity | Available quick assets [1. Quick assets include cash and cash equivalents, short-term financial bills, short-term available-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets that can be realized within one year], credit lines, and other financing means shall be sufficient to meet the cash flow required for performing the contract, while also taking into account other contracts currently being performed by the Bidder: not less than RMB 900,000. |
| Litigation History | Any pending claims, arbitrations, or other litigation involving the Bidder shall have a total amount not exceeding 50% of the Bidder’s net worth. |
Joint bids are accepted for this project. The maximum number of consortium members shall be 2, and either the lead party of the consortium or the member party must meet the above qualification
requirements.

7、Interested and eligible bidders may submit an application for purchasing the Bidding Documents to the address specified in this Invitation for Bids, and pay a non-refundable fee of RMB
1,000. The payment method shall be cash or direct remittance to the account of the Procurement Agent (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing
Sanyuanqiao Sub-branch; Account Number: 8110701013102383606). The Bidding Documents will be sent by mail. Neither the Buyer nor the Procurement Agent shall be responsible for any loss or delay
of the documents during the mailing process.
8. All bid documents must be submitted to the address specified in this Invitation for Bids before 08:30 a.m. (Beijing Time) on November 25, 2025. Late bids will be rejected. The bid opening will be conducted publicly at the address specified in this Invitation for Bids. Bidders may send representatives to attend the bid opening. The bid opening time is 08:30 a.m. (Beijing Time) on November 25, 2025. The bid documents must include a bid security. The amount of the bid security is RMB 35,000.00.
