3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall be an independent legal person or other organization in conformity with the provisions of the Tender and Bidding Law of the People"s Republic of China; 2) The bidder and the manufacturer of the tendered goods have not had any major illegal records in their business activities in the past three years, have not used unfair competition means to defraud the winning bid, have no major economic and criminal cases, and have not terminated the contract or lost the lawsuit as a defendant because of any breach of contract, violation of law or violation of business ethics. (Provides written statement in the form of Annex 6-3); 3) The goods to be tendered shall be brand-new machines, and the bidder shall clearly state the goods to be tendered in his tender documents; The bidder and the manufacturers of the bid goods must possess the necessary equipment and semiconductor technical capabilities to fulfill the contract, and must meet the following requirements: they must have development experience in all three major areas-PZT manufacturing equipment, PZT processes, and PZT targets-and provide supporting documentation from the past three years (including development project contracts, achievement appraisal documents, or intellectual property certificates in the respective fields, with all materials demonstrating the bidder"s core role in the relevant areas). Additionally, for at least two of these three major areas, the bidder must hold one core technology with independent intellectual property rights (the certificate holder must be the bidder, and the rights must be valid; licensing is not accepted); 5) The bidder or the manufacturer of the tendered goods shall have a professional after-sales service team (including equipment and process engineers) directly under the jurisdiction of China to provide localized after-sales service. 6) If the bidder is an agent, he shall obtain and provide the exclusive authorization and after-sale service authorization issued by the manufacturer of the tendered goods for this project; 7) This project does not accept joint venture bidding; 8) Bidders shall complete effective registration on the electronic trading platform for bidding and bidding of mechanical and electrical products designated by the Ministry of Commerce before the deadline for bidding (hereinafter referred to as the platform for mechanical and electrical products trading, the website is http://www.chinabidding.com).
