3、Qualification Requirements For Bidder
Qualifications or Performance:1) Having independent legal personality and the ability to independently assume civil liability, legally and financially independent, and operating legally in accordance with commercial regulations;
2) Having a good business reputation and a sound financial accounting system;
3) Having the necessary equipment and professional technical capabilities to fulfill the contract;
4) Having reliable after-sales service capabilities, with professional technical support personnel and hardware maintenance engineers responsible for after-sales service;
5) If the bidder is not the manufacturer of the bidding goods, they must provide a unique authorization letter issued by the bidding goods manufacturer for this project;
6) The bidder or bidding goods manufacturer must have sales performance of no less than 2 similar devices within the past 3 years (November 2022 to present) (provide a list of performance and copies of contracts);
7) Within the three years prior to participating in this bidding activity, the bidder has no illegal records in business activities, no use of unfair competition to obtain the bid, and no criminal record of bribery;
8) Domestic bidders who use products manufactured within the customs territory of the People"s Republic of China (excluding separate customs territories such as Hong Kong, Macau, and Taiwan) (including products produced or processed by enterprises within the special supervision area of the domestic customs (including imported materials and components from overseas)) to participate in the bidding shall meet the qualification conditions stipulated in Article 22 (1) of the Government Procurement Law of the People"s Republic of China (qualification certification documents stipulated in Article 17 (1) of the Implementation Regulations of the Government Procurement Law of the People"s Republic of China shall be provided in the bidding documents);
