Qualifications or Performance:3.1 The bidder shall be a legally registered entity (domestic bidders shall be independent legal institutions) capable of bearing civil liabilities independently, and shall provide a valid business license or valid company registration certificate issued by the government of the country/region where it is located.3.2 The bidder shall be the manufacturer or agent of the proposed products. If the bidder is an agent, it must provide an authorization letter issued by the manufacturer for this project, as well as the After-Sales Service Commitment Letter issued by the original manufacturer for this project.3.3 Overseas bidders shall provide the original or a copy of the original credit reference issued by their depository bank within three months before the bid opening date; domestic bidders shall provide the original or a copy of the original bank credit reference issued by the bank where their basic deposit account is opened within three months before the bid opening date. (If the credit reference clearly states "No Valid for Copy", the original credit reference must be provided in the original copy of the bid document; otherwise, the bid will be rejected.)3.4 Domestic bidders shall meet the following requirement: Not included in the "List of Seriously Illegal and Untrustworthy Entities" on the "National Enterprise Credit Information Publicity System" (www.gsxt.gov.cn).
