3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal persons or other organizations from the People"s Republic of China or countries or regions that have normal trade relations with the People"s Republic of China may participate in bidding; Domestic bidders shall provide a copy of their valid business license, while overseas bidders shall provide a copy of their business registration certificate or other valid supporting documents.
3.2 The vehicles submitted by the bidder must have been included in the "Announcement of Vehicle Production Enterprises and Products" and "Announcement of Road Motor Vehicle Production Enterprises and Products" issued by the Ministry of Industry and Information Technology of China, and provide supporting materials such as screenshots of the page where the vehicles are listed in the Ministry of Industry and Information Technology"s announcement catalog. If the vehicle involves modification, it must be ensured during bidding that the modified vehicle can obtain a notice from the Ministry of Industry and Information Technology, and the modified vehicle can be registered normally and cooperate with the tenderer to complete the final household registration procedures. (Provide a commitment letter)
3.3 Regarding the qualification requirements for on-board medical equipment that is not included in the "Classification Catalogue of Medical Devices", there is no mandatory requirement. However, if it is included in the "Classification Catalogue of Medical Devices", the following relevant proof materials or written statements must be provided:
3.3.1 If the bidder is an agent or distributor, they must provide (the following materials must be stamped with the official seal of the bidding unit):
① Medical Device Business License/Filing Certificate (except for Class I medical devices, the business scope of the filing certificate must cover the invested Class II and III medical devices);
② Medical device production license of the manufacturer of the invested product (if the manufacturer"s business registration is outside the People"s Republic of China, this requirement is not required);
③ The medical device registration certificate and attachments of the invested product;
3.3.2 If the bidder is a manufacturer, they must provide (the following materials must be stamped with the official seal of the bidding unit):
① Medical device production license (not required for manufacturers whose industrial and commercial registration is outside the People"s Republic of China);
② The medical device registration certificate and attachments of the invested product.
3.4 The ambulance brand proposed by the bidder (which may be a non intended vehicle model) shall have at least one domestic sales record from January 1, 2020 to the bidding deadline (based on the contract signing time) (a scanned copy of the contract stamped with the official seal must be provided, which should fully reflect the contract signing date, vehicle brand, vehicle category, vehicle name, etc.; if the contract cannot reflect the above content, the original user certification letter stamped with the user"s official seal must be provided at the same time as the scanned copy of the contract).
3.5 If the bidder is a manufacturer outside the People"s Republic of China, they shall have a permanent service agency or authorized agent in China and be able to provide timely and effective after-sales service in the location of the project; If an overseas manufacturer authorizes an agent to bid, the manufacturer should have a permanent service agency in China or entrust an agency to provide after-sales service; The bidder shall provide an introduction to the after-sales service agency and a copy of the business license (if the after-sales service agency is an agency, a copy of the after-sales service authorization letter issued by the manufacturer shall be provided).3.6 Credit Requirements:
3.6.1 Domestic bidders must meet the following conditions:
(A) The bidder has not been included in the list of seriously illegal and untrustworthy enterprises in the National Enterprise Credit Information Publicity System by the Administration for Industry and Commerce; Inquiry by the tenderer or bidding agency, and submission to the review committee for review during the evaluation process.
(B) The bidder has not been included in the list of dishonest persons subject to enforcement by the people"s court, and is listed on the China Enforcement Information Disclosure Network( http://zxgk.court.gov.cn/ )Conduct a query; Inquiry by the tenderer or bidding agency, and submission to the review committee for review during the evaluation process.
