Overview:CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as "CSPC") intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Requirements for Qualification of Bidder
A.The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.Bid by Agent is not accepted.The bidder shall be the manufacturer of the products (infrared hydrocarbon analyzer system), the integrator considers the manufacturer. If the bidder is a wholly-owned or holding subsidiary of the same group as the manufacturer responsible for the sales of the products being tendered (the bidder shall provide a certificate from the manufacturer or its superior company to prove the above matters), the bidder shall be regarded as the manufacturer.
(2)Qualification requirement:
The main unit of the infrared hydrocarbon analyzer tendered by the bidder shall obtain the？Examination Certificate for Explosion Protection？with the corresponding explosion-proof grade issued by an explosion-proof inspection institution. The explosion-proof grade shall not be lower than？IIB+H2 T4. The Examination Certificate for Explosion Protection shall be issued by one of the following institutions: NEPSI , CQST , PCEC, IECEx , ATEX, or other nationally recognized explosion-proof certification institutions.
(3)Requirement for Bidder"s reference:
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements (If the following two requirements are in one same contract, it can be accepted.):
(1)The manufacturers of the infrared hydrocarbon analyzer submitted by the bidder shall have at least 2 contract performances in China, a single contract shall not be less than 3 sets.
(2)The bidder shall have at least one contract performance related to the integration of gas analyzer systems within the territory of China.
The performance of the infrared hydrocarbon analyzer or the infrared hydrocarbon analyzer system submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of infrared hydrocarbon analyzer or the infrared hydrocarbon analyzer system submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the infrared hydrocarbon analyzer submitted in this bid and the manufacturer of the gas analyzer meeting the above performance requirements belong to the same group.
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of goods, the location of the project, the number of infrared hydrocarbon analyzers,the manufacturer"s name of the infrared hydrocarbon analyzer or the gas analyzer system .
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders under the same annual agreement is considered as one valid performance.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
