3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be manufacturers of the goods or their directly authorized agents. If the bidder is an agent, they must provide an authorization letter issued by the manufacturer; otherwise, their bid will be rejected. If the goods submitted by overseas bidders contain domestic components, the bidder must have the capability to settle payments in RMB; otherwise, their bid will be rejected.
3.2 The bidder shall provide the business license (enterprise registration certificate) or the business license certificate.
3.3 Performance requirements: None.
3.4 Domestic bidders shall provide either the original or a copy of a valid bank credit certificate issued by their basic account-opening bank within three months prior to the bid opening date, or submit financial audit reports issued by accounting firms for the years 2023 and 2024, along with audited balance sheets, income statements, and cash flow statements.
3.5 Domestic bidders who are listed as dishonest persons subject to execution by the People"s Court or listed as "blacklist" of poor safety production records by the Ministry of Emergency Management of the People"s Republic of China (including the former State Administration of Work Safety) will be disqualified from bidding until the bidding deadline.

3.6 Consortium bidding is not accepted for this project.
