1. The China Ministry of Finance has received financing from the World Bank toward the cost of the Jiangxi Province World Bank Loan Emerging Infectious Diseases Prevention, Preparedness and Response Project, and intends to apply part of the proceeds toward payments under the contract for Supply and installation of information system for Jingdezhen CDC.

2. The Jingdezhen CDC now invites sealed Proposals from eligible Proposers for Supply and installation of information system for Jingdezhen CDC. The main content of this project is the establishment of an information management system for the Jingdezhen Center for Disease Control and Prevention (CDC). By leveraging information technology, the system will modernize and enhance the intelligence of disease prevention and control, cross-departmental collaboration, environmental health monitoring, and related health services. Through the integration, analysis, and application of data, the project aims to improve the CDC’s emergency response capacity and the efficiency of public health services. The project will be implemented at the Jingdezhen CDC, with the contract to be completed and delivered within 12 months.

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2023 5th Edition) and is open to all eligible Proposers as defined in the Procurement Regulations.

4. This bidding allows for electronic bidding. Interested bidders may obtain the bidding documents from October 29, 2025 to December 11, 2025 through the Jiangxi Provincial Public Resources Digital Trading Platform – Trading System(https: //ggzyjy.jxggzyjy.cn/tpbidder ) under the “Bidding Document Collection” menu. (The new Jiangxi Provincial Public Resources Trading Platform is now operational, and this bidding will be conducted on the new platform as required. After clicking the “Bidding Entity Login” button located in the middle-right section of the platform page, bidders may register and download the relevant bidding documents. Clarifications or addenda will be uploaded to the Jiangxi Provincial Public Resources Digital Trading Platform – Trading System (https://ggzyjy.jxggzyjy.cn/tpbidder). Bidders may obtain clarification and addenda documents under the “Clarification Document Collection” menu. Bidders are advised to check the system regularly, as the purchaser or bidding agent will not be responsible for whether bidders have reviewed the clarifications or addenda.

5. Potential bidders must have successfully completed at least two information system contracts within the past five years, with each contract valued at no less than RMB 5.8 million. Bidders are also required to provide relevant cybersecurity certifications, such as ISO 27000 (ISO 27001) or equivalent. Further details will be provided in the bidding document.

6. Proposals must be delivered to Jiangxi Provincial Public Resources Digital Trading Platform before 12th December 2025. Proposals that are late or not uploaded to the electronic bidding system before the bid submission deadline will be rejected. In addition, one hard copy of the bidding documents must be submitted (the hard copy must be consistent with the electronic version and may be submitted by mail or other means). The bid opening will take place at 09:30 on 12th December, 2025, at the Jiangxi Provincial Public Resources Trading Center, located at 3088 Ziyang Avenue, High-Tech Zone, Qingshanhu District, Nanchang, Jiangxi Province, China (Taihao Technology Plaza, Floors 1–3) This bidding will adopt the “contactless bid opening” system. Bidders are not required to be physically present at the bid opening venue. Instead, they must log into the Jiangxi Provincial Public Resources Trading Network “Contactless Bid Opening Hall” system and complete the online sign-in and decrypting procedure at least one hour before the bid opening deadline (see the bidder’s operation manual for details).. Bidders are not required to decrypt their bidding documents on-site. The proposals and technical parts of the bid will be publicly opened and decrypted in the presence of the bidder’s designated representatives and any participants who choose to attend. Files marked “Financial Part” will remain sealed and undecrypted until the second public bid opening of the proposals.

7. All Proposals must be accompanied by a Proposal Security of RMB 140,000 Yuan. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
