Overview:The upgrade project for platform screen doors and signaling system enhancements on Changchun Metro Line 4 has been approved for construction by the Changchun Municipal Development and Reform Commission (approval document No.: Chang Development and Reform Approval [2025] No. 12). Changchun Metro Group Co., Ltd., as the project owner, is responsible for the implementation of the project. China Machinery International Tendering Co., Ltd. (hereinafter referred to as the "tendering agency") is commissioned by Changchun Metro Group Co., Ltd. (hereinafter referred to as the "tenderer") to conduct an international open tender for the upgrade project of platform screen doors and signaling system enhancements on Changchun Metro Line 4.
Source of Funds:The tenderer has obtained funds for the installation of platform doors and upgrading of signal systems on Changchun Metro Line 4, as well as for the upgrading and renovation of the signal system. The tenderer will also pay for technical document fees, equipment installation supervision fees, design liaison fees, and other related service fees.

Additional Instructions:Changchun Metro Line 4 has a total length of 20.45km and is a U-shaped auxiliary line in the eastern half of the central area. The line connects the main city and Jingyue cluster, forming a loop with Line 3 within the urban area.
The Phase I project of Line 4 is a north-south oriented railway line located in the eastern part of the city. The starting point of the line is at the North Square of Changchun Railway Station, and it turns south along Tiebei Second Road and Tiebei First Road to the intersection of Beiqitiao Road. It passes through the railway throat area of the railway station and is laid southward along the empty space between Dongjiutiao Road and Tielu Road on the east side of the pseudo imperial palace. Then, it crosses the Yitong River and Huigong Road overpass through the S-curve and enters Tong"an Street southward. It enters Linhe Street along the middle of Tong"an Street and then turns south along Linhe Street to reach the end point of Tiangong Road Station on the outer side of the Ring Expressway. The line is 15.967km long and has 16 stations, including 3 underground stations and 13 elevated stations.
The South Extension Project of Line 4 is an extension of Line 4 Phase 1. It starts from the southern end of Tiangong Road Station, the terminal station of Line 4 Phase 1, and is located on the east side of Linhe Street. It is elevated along the road from the starting point to the south, crosses Tianhe Road, and then turns to the south elevated section of Linhe Street Road. After passing through Fuzhi Road, Tianqing Road, Tianpu Road, Tianze Road, and Tianxin Road, it reaches the terminal station of the South Extension Project, Tianxin Road Station. The total length of the line is 4.485km, and the entire line is elevated. There are a total of 5 stations along the entire line, all of which are elevated stations.
Scope of bidding: The project includes the installation of platform doors and upgrading of signal systems for Changchun Metro Line 4. The bidding scope includes but is not limited to the specific regulations and requirements for the design, design liaison, manufacturing, factory inspection, insurance, packaging and shipping, transportation, warehousing, delivery, installation supervision, testing, experimentation, comprehensive joint debugging, safety assessment, acceptance, trial operation, opening, equipment performance confirmation, personnel training, provision of spare parts, instruments and tools, correction and maintenance of system defects during the quality assurance period, etc. (Please refer to the User Requirements Specification for details)
After the completion of this project renovation, the entire Line 4 (including the southern extension) needs to meet the requirements of CBTC standard operation and be able to cooperate with the newly added platform door interface to achieve relevant functions.
Goods name: Upgrading and retrofitting of platform doors and signal systems for Changchun Metro Line 4- Signal System.
Localization rate requirement: The price of domestic production and supply must not be less than 70% of the total contract price.
Delivery location: designated by the tenderer.
Delivery schedule: December 20, 2025 to September 30, 2027. On September 30, 2027, the entire line will be fully functional and put into operation. The specific delivery date will be determined by the tenderer based on the actual progress of the project.
