3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Qualifications that bidders should possess:

1) Bidders should be the manufacturers of the products they are bidding for or agents directly authorized by the manufacturers. If it is an agent bidding, it must provide a formal authorization letter from the manufacturer of the products being bid on, and for the same brand of products, only one agent can be authorized to participate in the bidding of this project.

2) Bidders shall provide valid enterprise registration certificates (for overseas bidders);

3) Bidders shall provide a valid copy of their business license (for bidders within the territory of China);

4) The bidder must have the ability to independently bear civil liability, be a legal person capable of providing goods and services to the tenderer, and provide valid proof documents proving that the bidder has the financial, technical and production capabilities required to fulfill the contract.

5) Bidders should have a good bank credit standing, not be in a state of being ordered to suspend business or go bankrupt, and their assets should not be restructured, taken over or frozen. They must provide a bank credit certificate issued by the opening bank within three months prior to the bid submission deadline.

6) From September 1, 2020 to the bid submission deadline, the bidder must have at least one actual performance record of equipment of the same type as the production line reported in this bid. Similar equipment refers to those whose technical indicators meet the following conditions: the capacity to produce 600 or more pieces of toast bread per hour, and at the same time, the capacity to produce 6,000 or more pieces of sweet bread per hour.

Note: Bidders must provide a table of supply performance of the same type as the performance reported this time in the tender documents. The performance situation table should indicate information such as equipment name, user name, and contract signing time.

7) For this tender, a disqualifying punishment method for dishonest executors will be adopted for domestic bidders within the territory. Domestic bidders within the territory have not been listed as dishonest executors on the "Credit China" website (www.creditchina.gov.cn).
