1、Bidding Conditions
Overview:CNOOC Ningbo Daxie Petrochemical Co., Ltd. (hereinafter referred to as "Daxie Petrochemical") plans to build a new set of pusher centrifuges in Daxie Petrochemical, Daxie Development Zone, Beilun District, Ningbo City, Zhejiang Province. With the commencement of the fifth phase reforming unit and 1 million ton naphtha hydrogenation unit of Daxie Petrochemical, as well as the implementation of the planned heavy aromatic hydrocarbon light conversion technology, the crystallization unit of the aromatic hydrocarbon unit will not be able to completely process the mixed xylene generated by the above units, which cannot meet the demand for maximizing the overall efficiency of the plant. The addition of a new product segment push centrifuge can improve the ability to process mixed xylene generated by the start-up of the fifth phase reforming unit and the 1 million ton naphtha hydrogenation unit, increase economic benefits, and achieve maximum plant efficiency.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1)？Requirements for Qualification of Bidder
A.The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined？certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided(see the format in the Volume I Section IV 9-4).If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected. If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.
The winning candidates who provide the Manufacturer"s authorization letter in the bidding documents shall deliver the original of the Manufacturer"s authorization letter (the signature, personal seal or official seal must all be the original. Scanned or printed documents shall be rejected) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the deadline requirement for verification of original. The manufacturer"s authorization letter provided in the tender documents can be searched and verified on the manufacturer"s official website. If the original manufacturer"s authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it shall be deemed as providing false bidding materials. Failure to provide the original documents within the prescribed deadline shall be deemed as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

(3)Requirement for Bidder"s reference:
From January 1, 2015 to the bid submission deadline (based on the contract signing date), the manufacturer of the products bid by the bidder or the manufacturer represented by the bidder should have a completed supply performance record of one piston pusher centrifuge applied in the low-temperature crystallization process for PX production, and it must meet the technical requirements of a single-stage centrifuge drum (filter basket) diameter of ≥ 1200mm or a double-stage centrifuge drum (filter basket) diameter of ≥ 1100mm.
The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.
Bidders must submit the performance table in the prescribed format and provide relevant performance proof documents. The performance proof documents include but are not limited to: 1) sales contracts and 2) user-signed or stamped arrival acceptance materials (arrival acceptance forms or commissioning acceptance reports or other valid proof materials that can prove all the goods under the contract have been received and accepted). The performance proof documents submitted by bidders must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have the seals of both parties, and international trade contracts should have the signatures or seals of both parties), goods name (piston pusher centrifuge), supply quantity, applied process route (low-temperature crystallization method for PX), single (or double) stage centrifuge drum (filter basket) diameter, and user-signed or stamped arrival acceptance materials.
If the performance contract is an annual agreement, in addition to providing the annual agreement, the corresponding arrived orders should also be provided. The content or number of the order should be related to the annual agreement. Providing one or more orders and the corresponding arrival acceptance materials under the same annual agreement is counted as one valid performance.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
