3、Qualification Requirements For Bidder
Qualifications or Performance:1. The bidder is a professional manufacturer or agent of secondary water supply equipment with independent civil liability and contract performance ability. If the agent bids independently, they need to provide the manufacturer"s unique authorization for this project; Allow manufacturers and agents to form a consortium for bidding (do not accept two manufacturers, two agents, or more units forming a consortium to participate in bidding). Consortium bidders must sign a consortium bidding agreement to clarify the division of labor between the bidding subject and each party in the consortium;
2. The bidder (or the party responsible for installation and construction in the consortium) must have a third level or above qualification for general contracting of mechanical and electrical engineering construction or a third level or above qualification for professional contracting of building mechanical and electrical installation engineering. The proposed project manager must have a second level or above registration certificate as a construction engineer in the mechanical and electrical engineering profession, as well as a Class B certificate for "Class III personnel" (within the validity period). The proposed full-time safety production management personnel on the construction site must have a Class C certificate for "Class III personnel" (within the validity period);
3. The bidding equipment manufacturer must have a valid "License for Drinking Water Hygiene and Safety Products" issued by the provincial (or municipal) health management department for the bidding product (if the license is issued by the municipal health management department, proof of the license issued by the provincial health management department to the municipal health management department must also be provided);
4. The bidding equipment manufacturer has 5 years or more of production experience in high-level secondary water supply equipment (provide a copy of the contract before January 1, 2020, with the original for reference). Since January 1, 2020 (inclusive), the bidding brand of variable frequency water supply equipment has had a single set of supply contracts for variable frequency water supply equipment with a capacity of 44m 3/h (excluding backup pumps), 100m and above, and a single contract value of 2 million yuan or more (provide a copy of the contract, original for reference);
5. Any deviation from the terms stated in the first volume of the bidding documents that may result in the rejection of the bid will result in the rejection of the bid.
