Assignment Title: Consulting Services for the Environmental and Social Management Plan under the “Terrestrial Wildlife Disease Surveillance System Development”

The Government of China has received a loan from the World Bank to finance the “World Bank-Financed Project on Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Subproject” (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds for consulting services.
The main scope of this consulting service (hereinafter referred to as “the Services”) includes:
(1) Scope of Work
In accordance with the consulting service contract requirements, prepare and submit the Environmental and Social Management Plan (ESMP) for the World Bank’s review, and revise and improve it
based on review comments until approval is obtained. The consulting firm shall be responsible for the authenticity and validity of the qualifications of its staff, as well as for the content
and conclusions of the ESMP.
(2) Service Content
Based on the Environmental and Social Management Framework (ESMF) (2023) prepared for the Hainan Project Office, conduct an assessment of the potential environmental and social impacts during
the project implementation and operation phases. Prepare an ESMP that complies with the World Bank’s Environmental and Social Framework (2016), the Hainan Project Office’s Environmental and
Social Management Framework (2023), and other relevant requirements. The prepared ESMP shall be reviewed by the World Bank and revised as needed until it passes the Bank’s review and is
disclosed publicly.
The preparation of the Environmental and Social Management Plan (ESMP) shall include: practical and feasible mitigation measures (covering their technical aspects, implementation plan, implementing and supervising agencies, monitoring schemes, etc.); establishment of participation and grievance redress mechanisms for affected persons and stakeholders; project supervision and reporting mechanisms; and the necessary budget for implementing the ESMP. By improving site selection, planning, design, and implementation of civil works, the ESMP shall prevent, reduce, mitigate, or compensate for adverse environmental impacts while enhancing positive environmental outcomes. The ESMP shall be developed on the basis of, and in alignment with, the domestic Environmental Impact Assessment (EIA).
The total estimated input for this consulting service is 30 person-months, and the implementation period is expected to be 6 months from the date the contract is signed and becomes effective.
The Terms of Reference (TOR) for this consulting service are attached to this Invitation for Expressions of Interest.
The Hainan Provincial Forestry Bureau (hereinafter referred to as “the Client”) now invites eligible consulting firms (“the Consultants”) to express their interest in providing the Services. Interested Consultants should provide supporting documents in accordance with the following requirements. The Expression of Interest (i.e., proposal) shall include at least:
1.A general introduction to the consulting firm and its organizational structure;
2.Power of attorney, identification documents of the legal representative and the authorized person; if the Consultant is a consortium, a consortium agreement (format to be determined by the applicants) must be provided;
3.Copy of the business license or institutional legal person certificate of the consulting firm;
4.If the Consultant is a state-owned enterprise or public institution, a copy of the company or institutional charter must be provided;
5.The Consultant must have a good record and reputation, and shall provide screenshots of a “no violation record” search results from the Credit China website. The screenshots shall include at least the results of the “List of Entities with Serious Dishonesty,” the “Dishonest Persons Subject to Enforcement,” and the “List of Entities with Major Tax Violation Dishonesty”;
6.The Consultant shall possess the necessary qualifications or relevant work experience to perform the contract: the Consultant shall have at least 5 years of relevant experience in services related to this assignment, and within the past 3 years (from January 1, 2022 to the deadline for submission of the EOI), shall have undertaken at least 2 consulting service assignments related to Environmental Impact Assessments (EIA) and delivered outputs. Priority will be given to Consultants who have undertaken and completed EIAs or Environmental and Social Management Plans for foreign-funded projects. Supporting documents must be provided, including at minimum copies of key pages of the contracts (showing the entity name, service content, contract value, signing date, etc.), and copies of deliverables;
7.Any other documents that the Consultant deems necessary to provide (if any).
No evaluation of the experts will be conducted at this stage. The Client will select one consulting firm with the best qualifications and relevant experience from all firms that submit Expressions of Interest (EOIs) and will invite the selected firm to submit technical and financial proposals for negotiation.
Interested Consultants should note the provisions on conflict of interest in Sections 3.14, 3.16, and 3.17 of the World Bank’s Investment Project Financing (IPF) Borrower Procurement Regulations (“Procurement Regulations”), November 2020, which set out the Bank’s policy on conflicts of interest.
Consulting firms may submit EOIs jointly with other firms to enhance their qualifications but must clearly indicate whether the joint submission is in the form of a consortium and/or subcontracting. If a consortium is selected, all members shall be jointly and severally liable for the entire contract.
The consulting firm for this assignment will be selected using the CQS (Selection Based on Consultants’ Qualifications) method as specified in the Procurement Regulations.

Expressions of Interest (EOIs) must be submitted in writing by 17:00 on October 20, 2025 (the submission deadline) to Room 1817, 18th Floor, No. 59, East Third Ring Road, Chaoyang District, Beijing. Submission can be made by a designated representative, by post, or by email.
Consultants are encouraged to submit hard copies of the EOI. For paper submissions, provide one (1) original and two (2) copies, accompanied by a USB drive containing:
a PDF scan of the signed and stamped original, and
an editable Word version (identical in content to the scanned original).
In case of any discrepancy between the electronic and paper versions, the paper version shall prevail.
