The Government of China has received a loan from the World Bank to finance the World Bank Loan Project for the Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Subproject (Global “One Health” Demonstration Project in Hainan) and intends to apply part of the proceeds for consulting services under this project.

The main scope of the consulting services (hereinafter referred to as “the Services”) includes:

Managing project financial work, including but not limited to financial budgeting, report preparation, financial management, and accounting (a financial report shall be submitted to the Project Office every six months);

Preparing relevant materials for withdrawal applications of the Project Office;

Reviewing withdrawal application materials submitted by project implementing units (ensuring a 100% review rate);

Managing fixed assets and daily office supplies of the Project Office;

Managing financial documents related to overseas activities;

Reviewing and approving travel-related materials and financial documents of Project Office staff (ensuring a 100% review rate);

Performing other tasks assigned by the Project Office leadership in a timely manner.

This consulting service aims to recruit two individual consultants as members of the financial management team. The total estimated input is 78 person-months, and the implementation period is expected to be 26 months (from the date of contract signing to the project closing date of December 31, 2027, under the World Bank loan). The anticipated commencement date of the consulting services is November 2025.

The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest.

The Hainan Provincial Center for Disease Control and Prevention (hereinafter referred to as “the Client”) now invites qualified individual consultants to express their interest in providing the above consulting services. Interested individual consultants should provide relevant materials, including: an expression of interest letter, a financial proposal, a curriculum vitae (in the format specified in Section 2: Individual Consultant CV Template (CV)), and supporting documents demonstrating that they meet the qualification requirements specified in Section VI: Qualification Requirements of the Terms of Reference. These supporting documents include, but are not limited to, copies of both sides of the national identification card, copies of diploma(s) and degree certificate(s) or equivalent academic qualification documents, proof of relevant work experience, and a signed Consultant’s Declaration Letter.

The specific qualification criteria for the selection of individual consultants are as follows:

Financial management personnel should have experience in project management and financial positions, possess professional knowledge in financial management, be familiar with accounting standards and relevant financial and tax policies, and be proficient in using financial management and office software. The detailed requirements are as follows:

(I) Basic Requirements

Must be a citizen of the People’s Republic of China;

Must comply with the laws and regulations of the People’s Republic of China and have no record of illegal or disciplinary misconduct;

Must possess good character and professional ethics;

Must be physically and mentally fit to perform the duties of the position;

Must be 45 years old or younger (born on or after March 1, 1980);

Must hold a postgraduate degree or above in economics, finance, accounting, or related fields;

Must have held an accounting qualification certificate for at least five years, with a minimum of two years of experience in project financial management; candidates with experience in financial management of foreign government or international organization loan projects will be given preference;

Must have fluent spoken English sufficient for daily financial communication and interaction with the World Bank;

Must be proficient in using financial systems and office software applicable to administrative and public institutions.

(II) Disqualification Conditions
(Individual consultants are required to submit a Declaration Letter in the format specified in Section 3: Individual Consultant Declaration Letter.)

Candidates shall not fall under any of the following circumstances:

Having been subject to any form of criminal penalty;

Having been dismissed from public office;

Currently under investigation for any illegal or disciplinary misconduct;

Having not yet completed the period of a Party or administrative disciplinary sanction;

Citizens who have refused or evaded compulsory military service and failed to make corrections; or military personnel who, for the purpose of evading service, refused to perform duties, deserted their units, were expelled from the army, discharged from military service, or were held criminally liable in accordance with the law;

Listed as a person subject to enforcement for dishonesty (discredited person).

Interested individual consultants are hereby reminded of the provisions set forth in Sections 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (November 2020 edition) (the “Procurement Regulations”), which outline the World Bank’s policy on conflict of interest.

The selection of the individual consultants for this assignment will be conducted in accordance with the Open Competitive Selection of Individual Consultants method specified in the Procurement Regulations.

Interested and qualified individual consultants may obtain further information from CITIC International Tendering Co., Ltd. Expressions of Interest (EOIs) must be delivered in written form (either in person or by mail) to the address below no later than 17:00 on October 14, 2025 (the submission deadline).

Requirements for the sealing and number of EOI documents are as follows:

One (1) original hard copy of the Expression of Interest (EOI) in Chinese and four (4) duplicate hard copies in Chinese shall be submitted. The original and duplicate copies shall each be bound separately and sealed together in one envelope.

Both the inner and outer envelopes shall be clearly marked with the following information:
(1) Project Title: World Bank Loan Project for the Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Subproject (Global “One Health” Demonstration Project in Hainan);
(2) Contract No. and Title: HN-IC-4: Recruitment of Financial Management Consultant for Hainan Provincial Center for Disease Control and Prevention.

Consultants shall also submit, together with the hard copy of the Expression of Interest (EOI), one complete color-scanned copy of the original EOI (in PDF format) and one editable electronic version (in Word format), saved on a USB flash drive and sealed separately. In case of any discrepancy between the electronic and hard copy versions, the hard copy original Chinese EOI shall prevail.

Note: The consultant shall ensure that the external labeling of the EOI package is consistent with the contents of the submission.
