The Government of China has received a loan from the World Bank to finance the “World Bank Loan Project on Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Subproject (Global ‘One Health’ Hainan Demonstration Project),” and intends to apply part of the proceeds for consulting services.
The consulting services (hereinafter referred to as the “Services”) mainly include:
Responsible for daily management of the Project Office at the Bureau;
Liaise with the Provincial Project Office of the World Bank, and participate in project-related meetings, inspections, and field visits in a timely manner (expected average workload: 20+ routine matters per month, and coordination of 1–2 meetings);
Compile and submit project-related materials, collect and archive relevant documentation (both hardcopy and electronic), ensuring real-time updates with an error rate ≤ 1%;
Promote overall project office plans, organize and implement the detailed plans and activities of subprojects, including annual work plans, procurement plans, construction/implementation schemes, budgets, etc. (a detailed annual work plan is required each year, to be reported to the Project Office);
Timely completion of other tasks assigned by the leadership of the Project Office.
This consulting service intends to recruit three (3) individual consultants as members of the Integrated Team. The estimated total input is seventy-eight (78) person-months, with an implementation period of twenty-six (26) months (from the date of contract signing until the World Bank project closing date of December 31, 2027). The expected commencement date of the Services is November 2025.
The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest.
The Hainan Provincial Center for Disease Control and Prevention (hereinafter referred to as the “Client”) now invites qualified individual consultants to express their interest in providing the Services. Interested individual consultants should provide relevant materials (Expression of Interest letter, financial proposal form, curriculum vitae (using the template in Section 2: Individual Consultant CV), and supporting documents demonstrating that the consultant meets the qualification requirements specified in Section VI of the TOR. These include but are not limited to: copies of both sides of the national ID card, copies of graduation and degree certificates or equivalent proof of academic qualifications, documentation of relevant work experience, and a signed Declaration of Commitment by the consultant).
The selection of individual consultants will be based on the following criteria:
The qualification requirements for members of the Integrated Team generally depend on the specific functions, industry, and tasks assigned to the team. Members should possess an academic degree or professional educational background in the relevant field, professional skills and knowledge related to the team’s responsibilities, relevant work experience and good communication skills, and should adhere to professional ethics, maintaining integrity and professionalism.
The specific requirements are as follows:
(I) Basic Requirements
Must be a citizen of the People’s Republic of China and able to work full-time on site in Haikou City;
Must comply with the laws and regulations of the People’s Republic of China, with no record of illegal or disciplinary violations;
Must possess good character and professional ethics;
Must have the physical and psychological fitness to perform the duties of the position;
Must be aged 40 years or below (born on or after March 1, 1985);
Must hold a postgraduate degree or above in health management or a related discipline;
Must have at least two (2) years of work experience in project management;
Must demonstrate excellent oral and written communication skills in both Chinese and English;
Must be proficient in basic office software.
(II) Disqualification Conditions
(Individual consultants are required to provide a Letter of Commitment, see Section 3: Template of Individual Consultant’s Letter of Commitment)
Applicants shall not be in any of the following circumstances:
Having been subject to any form of criminal penalty;
Having been dismissed from public office;
Currently under investigation for violations of laws or disciplinary regulations;
Having not yet completed disciplinary sanctions imposed by the Communist Party of China or by administrative authorities;
Conscripts who refuse or evade military service and fail to make corrections; or servicemen who, for the purpose of evading military service, refuse to fulfill duties or desert from the army, and are therefore expelled, discharged from military service, or held criminally liable in accordance with the law;
Listed as a dishonest person subject to enforcement by the People’s Court.
Interested individual consultants should take note of the provisions of paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations, November 2020), which set forth the World Bank’s policy on conflict of interest.
The selection of individual consultants for these consulting services will be carried out in accordance with the method of Open Competitive Selection of Individual Consultants as specified in the Procurement Regulations.

Expressions of Interest must be delivered in written form (in person or by mail) to the address below no later than 17:00, October 14, 2025 (submission deadline).

One (1) original hardcopy of the Expression of Interest in Chinese;
Four (4) duplicate hardcopies of the Expression of Interest in Chinese.
The original and copies shall be separately bound into volumes and sealed in the same envelope. The inner and outer envelopes shall bear the following additional identification:

In addition, the consultant shall submit, together with the Expression of Interest, one (1) complete scanned copy of the original Expression of Interest in color (PDF format) and one (1) editable electronic version (Word format), stored on a USB drive and sealed separately. In case of any discrepancy between the electronic version and the hardcopy, the hardcopy original in Chinese shall prevail.
Note: The consultant shall ensure that the markings on the outer packaging of the Expression of Interest are consistent with the contents of the Expression of Interest.
Alternatively, the consultant may submit the complete scanned copy of the original Expression of Interest in color (PDF format) together with the editable electronic version (Word format) by email to the tendering agent at: liushuang@ck.citic.com before the submission deadline.
