1、Bidding Conditions
Overview:The first phase of Line 23 traverses two major administrative districts, Minhang and Xuhui, serving as an L-shaped radial line along the Huangpu River in southern Shanghai. It connects key functional areas such as the Minhang Development Zone, Zhonghua High-Tech Zone, Wujiang Transformation Area, and Xuhui Riverside. The line starts at Minhang Development Zone Station, with extension provisions at the western end. It runs along Dongchuan Road, Longwu Road, and Tianyaoqiao Road, ending at Shanghai Stadium Station in Xuhui. With a total length of approximately 28.6 km, the entire route is underground, featuring an average station spacing of 1.34 km. The line includes 22 stations, of which 6 are transfer stations.
One depot is planned, namely the Chengjiang Road Depot, located within the area bounded by the Wujiang Branch of the railway to the north, Longwu Road to the west, Chengjiang Road to the south, and Hongmei South Road to the east, sharing the site with the planned Line 19.
Main substations: Two main substations will be constructed, namely the new Shanghai-Jinshan Expressway main substation and the new Xupu Bridge main substation (shared with the planned Metro Line 26).
The control center is located in the Shanghai Rail Transit Network Operation Command and Dispatch Building.
The scope of work for this tender includes:
1) Approximately 28.6 km of double main lines, as well as loop lines, crossovers, parking lines, and connecting lines within the main line range, including those between the main lines and vehicle depots or other related lines;
2) 22 main line stations and sections;
3) In the early stages of the project, 42 train sets were allocated for operation;
4) 1 control center;
5) 1 Chengjiang Road Depot;
6) Chengjiang Road Vehicle Depot Test Track;
7) The Maintenance Center within the Chengjiang Road Depot;
8) Training Center within the Chengjiang Road Vehicle Depot.
Source of Funds:The construction funds for this project consist of government investment and bank loans, and have been secured and implemented.

Qualifications or Performance:1 Bidders shall be urban rail transit signal system manufacturing enterprises registered and legally existing in the People"s Republic of China in accordance with the Company Law of the People"s Republic of China, with legal personality, and in compliance with relevant national regulations. They shall be capable of providing goods and ancillary services, and have the overall responsibility for all goods and related technology, quality, performance, construction period, after-sales service, etc. provided.
2 Bidders must have at least one CBTC signal system project performance that has been opened or is under construction, and have not experienced serious quality and schedule issues.
3 This project does not accept consortium bidding.
