1、Bidding Conditions
Overview:Metro Line 19 starts from Hongjian Road Station in Minhang Meilong and ends at Baoshan Station, with a total length of approximately 46.2 km. The project includes 34 stations, 2 intermediate ventilation shafts, 1 Chengjiang Road Depot, and 1 Tieshan Road Parking Lot. Three main substations are planned for the line. The operation control center is located in the Puhuitang Metro Network Operation Command and Dispatch Building. The line will operate with 6-car type A trains in the initial, short-term, and long-term phases, with 76 trains assigned in the initial phase.

Scope of Work for this Tender:
1.Approximately 46.2 km of main line tracks, including turnback tracks, crossover tracks, stabling tracks, connecting tracks, and depot/yard entry/exit tracks within the main line scope;
2. 34 main line stations;
3. 1 Chengjiang Road Depot and 1 Tieshan Road Parking Lot;
4. 1 test track (co-located with Line 23 within Chengjiang Road Depot);
5. Operation control center (located in Puhuitang Command and Dispatch Building);
6. Maintenance center;
7. On-board signaling equipment for 76 assigned trains;
8. Interface design reserved for future extension.


Source of Funds:The construction of this project is financed by government investment and bank loans, and the required funding has been secured.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be a legally registered and duly operating urban rail transit signaling system manufacturer incorporated under the Company Law of the People"s Republic of China, possessing independent legal personality and meeting all relevant state regulations. The bidder must have the capability to supply the required goods and ancillary services, and assume overall responsibility for all supplied goods as well as related technology, quality, performance, delivery schedule, and after-sales service.

3.2 The bidder must demonstrate at least one project experience in CBTC signaling system implementation for either an operational or under-construction rail line, with no record of major quality or schedule-related issues in its performance history.

3.3 Consortium bidding is not permitted for this project.
