1. The Government of People’s Republic of China has applied for financing from the World Bank toward the cost of the China Plastic Waste Reduction Project-Ningbo Sub-Project, and intends to apply part of the proceeds toward payments under the Contract for Production of Publicity Printed Materials for Waste Classification.
2. Ningbo Dabashou Ecological Digital Technology Co., Ltd. now invites sealed Bids from eligible Bidders for the following plant to be procured:
| Main Facility Type and Quantities | Poster prints: 6,600 sheets; roll-up banner aluminum alloy base stands: 4,620 sets; roll-up banner printed inner pages (PVC coated): 6,160 sheets; paper flyers: 1,414,000 sheets; tri-fold paper brochures: 864,000 copies; household cards (customized): 518,400 cards; household cards (generic): 1,284,000 cards. For details, please refer to Section 7-Activity Schedule of the bidding document. |

| Delivery Period and Completion Date | After the contract is signed, deliveries shall be made in batches according to the buyer’s requirements. The planned minimum order quantity per batch is as follows: poster prints: 50 sheets per batch; roll-up banner aluminum alloy base stands: 50 units per batch; roll-up banner printed inner pages: 50 sheets per batch; paper flyers: 10,000 sheets per batch; tri-fold paper brochures: 10,000 copies per batch; household cards (customized): 2,000 cards per batch; household cards (generic): 10,000 cards per batch. The contract delivery period shall not exceed 1,095 days (3 years), with the final delivery schedule subject to the purchase orders provided by the buyer. | 
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”(November, 2020) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Ningbo Dabashou Ecological Digital Technology Co., Ltd. (Contact Person: Mr.Chu, Email: dabashou_wb@163.com) and inspect the bidding document during office hours, i.e. 09:00 to 11:00 hours, 14:00 to 17:00 hours, at the address given below.
5. Bidders are required to meet the following qualification requirements, details of which will be provided in the Bidding Documents:
| Average Annual Turnover | The average annual turnover of the bidder in the recent five years (i.e. from 2020 to 2024) shall be no less than RMB 10 million. Note: The lead party and the member parties of the consortium shall collectively meet the above requirements, among which the lead party shall at least meet 50% of the above requirements (i.e. the average annual turnover in the recent five years shall be no less than RMB 5 million). | ||||||||
| Contract Experience | The bidder must have successfully completed at least two (2) similar contracts for the production of advertising, promotional, and other printed materials as a supplier within the past five years (i.e., from January 1, 2020, to the bid submission deadline). Similarity shall be based on the following: a single contract value of not less than RMB 3.2 million, complexity and technical requirements comparable to those of this contract, and the printed materials must include items such as brochures, posters, roll-up banners, custom cards, or generic cards. The bidder must provide supporting documents that meet the requirements, such as copies of contracts, framework agreements, or purchase orders. The copies included in the bid must contain at least the following information: project name, procurement content, signing date, signed and stamped pages of the contract or order, and the contract or order value (if the value is not indicated in the contract or order, a copy of the relevant invoice must also be provided). Additionally, the contact person and contact details of the end user must be indicated. If a framework agreement is provided, additional supporting documents proving the actual procurement value (such as settlement statements or invoices) must also be submitted. Note: The lead member and other members of a consortium shall collectively meet the above requirements. | ||||||||
| Essential Equipment | The essential equipment provided for this contract should be as follows: The types of printing equipment that should be available include but are not limited to: one or more full-automatic color printing machines, one or more full-automatic digital color printers, one or more color UV printers, one or more digital inkjet printers, and one or more photo printers. The bidder is required to provide supporting documents, such as purchase contracts, lease agreements, invoices, etc., to prove possession of the aforementioned relevant equipment. | ||||||||
| Key Personnel | 
 Note: 1. Bidders shall provide resume information of relevant key personnel in their bid documents (format may be self-designed). 2. Bidders must submit supporting documents verifying the above-mentioned relevant performance experience of such personnel, such as copies of key contract pages (including the first page of the contract showing the project name, personnel name, scope of services, contract signing date, signed and sealed page, etc.). If the personnel’s name is not shown in the copies of key contract pages, other supporting documents that can prove the personnel’s involvement in the project (e.g., Employer’s certification or bidder’s commitment letter) shall be provided accordingly. | ||||||||
| Liquid Assets | The available quick assets, credit lines, and other financing means are sufficient to meet the cash flow requirements for contract performance. Consideration should also be given to other contracts currently being performed by the bidder, which amount to no less than RMB 2 million. Note: The lead member and other members of the consortium shall collectively meet the above requirements, with the lead member meeting no less than 50% of the specified amount. | ||||||||
| Subcontractors | Subcontractors’ experience shall not be taken into account. |
