拟采购的货物或服务的说明：

采用单一来源采购方式的原因及说明：我校之前一直在使用赛尔网络有限公司提供的宽带网络及IP地址资源作为校园网接入中国教育和科研计算机网的专网出口，且学校使用的ahu.edu.cn域名只能由中国教育和科研计算机网提供解析，目前只有赛尔网络有限公司一家能够提供该项服务。为防止变更互联网接入服务商引起的网络中断、原有IP地址资源的变更，一卡通、智慧安大等若干重要信息系统访问混乱等问题，保障校园网网络及校园信息系统运行稳定，更好的提供信息化服务，本项目拟采用单一来源方式进行采购。
综上，该项目经学校组织专家论证，根据《中华人民共和国政府采购法》第三十一条第一款，拟对该项目采用单一来源方式进行采购。
