2.本项目为远程电子开标，参与本项目的投标人登录云平台通过“新供应商开标大厅”进行开标签到及投标文件解密，签到需在开标时间前30分钟内完成，不需要委派代表前往开标现场。开标时，投标人应当使用编制本项目（采购包）电子投标文件时加密所用数字证书在开始解密后按照代理机构规定的时间内完成电子投标文件的解密。各投标人在参加开标以前须自行对使用电脑的网络环境、驱动安装、客户端安装以及数字证书的有效性等进行检测，确保可以正常使用。
