3、Qualification Requirements For Bidder
Qualifications or Performance:1) If the bidder is registered outside the People"s Republic of China:
① The bidder shall provide the relevant legal documents for enterprise registration in the registered place, as well as the original or photocopy of the credit certificate issued by the bidder"s bank within three months before the bid opening date.
② The bidder has a CAAC145 maintenance license from the Civil Aviation Administration of China.
③ The bidder possesses a maintenance license issued by either the Federal Aviation Administration (FAA) or the European Aviation Safety Agency (EASA).
④ The bidder (from July 2022 to present) has one single contract for outsourcing support related to landing gear and needs to provide a complete contract. If the complete content cannot be provided, a homepage with a signature page must be provided.
2) If the bidder is registered within the territory of the People"s Republic of China, they must meet the following requirements:
① Legal entities or other organizations with independent capacity to bear civil liability [provide valid business license] and possess CAAC145 maintenance license, and approved maintenance projects must include the outsourced work content;
② The bidder possesses a maintenance license issued by either the Federal Aviation Administration (FAA) or the European Aviation Safety Agency (EASA).
③ Having a good record of lawfully paying taxes and social security funds; Provide relevant proof materials (copies of tax payment certificates or original bank transfer vouchers or other materials) for the lawful payment of taxes and social security funds in any month since 2025. Bidders who are exempt from taxes or do not need to pay social security funds in accordance with the law should provide a declaration letter;
④ The original or a copy of the credit certificate issued by the bidder"s bank within three months before the bid opening date (bidders registered within the territory of the People"s Republic of China may provide a copy of the audited financial report for the year 2024);
⑤ The bidder shall submit a declaration letter on their own regarding whether they have committed bribery crimes (in the past three years, if the legal person or legal representative has committed bribery crimes, it will not be accepted);
The bidder has been listed as a "dishonest person subject to enforcement" and a "major tax illegal dishonest subject".
