3、Qualification Requirements For Bidder
Qualifications or Performance: *1) For overseas bidders: Relevant certificates of registration in the place of business in accordance with the laws of the country (region); *2) For domestic bidders: Business license of a corporate legal entity must be provided; *3) Bidders shall submit the configuration list of the equipment for bidding; *4) Bidders must be the manufacturers of the products for bidding or agents authorized by the manufacturers. If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall provide a formal authorization letter from the manufacturer (see the format in *International Competitive Tendering Documents for Mechanical and Electrical Products Procurement* (Volume I)). Bidding authorized by the general agent in China, regional agents or other agents of the manufacturer will not be accepted; bidding authorized by representative offices, liaison offices or other entities without independent legal person status will not be accepted (the original of the manufacturer"s authorization certificate must be provided); *5) Bidders shall provide the original or scanned copy of the credit certificate issued by their opening bank within three months before the bid opening date (if the credit certificate clearly states that copies are invalid, the original of the credit certificate must be provided; the tendering agency reserves the right to verify the original). If the bidder is an enterprise registered within the territory of China, it shall also provide the opening permit issued by the People"s Bank of China (scanned copy with official seal affixed), or the credit certificate showing the basic account information (original of the original copy), or the basic deposit account information (bank format or bank seal), or the bank account seal card for record (scanned copy with official seal affixed), or the application form for opening a corporate bank settlement account (scanned copy with official seal affixed), or other supporting materials; *6) Bidders shall provide the performance of selling no less than 3 sets/units of the products for bidding in total in the past 3 years (from January 1, 2022 to the bid submission deadline) (the main entity of the sales performance shall be the bidder). The sales performance contracts of the products for bidding shall be provided, and the key pages of the contracts shall be attached as supporting materials, including but not limited to the first page of the contract, the page with procurement content, and the page with seals of both parties.
