3、Qualification Requirements For Bidder
Qualifications or Performance:*3.1 The Bidder shall be the manufacturer or agent. If the Bidder is an agent, it must provide a formal direct authorization letter from the product manufacturer, confirming the provision of the goods for this bidding. Failure to provide such authorization will result in the rejection of the bid.
*3.2 The Bidder must provide a copy of the valid business license of legal person (business registration certificate) or business license certificate.
*3.3 The Bidder and/or manufacturer shall have at least 3 manufacturing/sales achievements of software with the same or similar content as this tendering in the past 5 years (from January 1, 2020 to the deadline for submission of Bidding Documents), and provide a list of main achievements. The Bidder must provide copies of relevant service contracts (including contract home page, seal page, service content, etc.) as supporting materials.
*3.4 The Bidder must provide the credit certificate issued by the Bidder"s bank of deposit within three months before the deadline for submission of the Bidding Documents (the bank credit certificate shall indicate that the Bidder has normal business contacts with the bank).
*3.5 For domestic bidders:
1) The Bidder must provide the bank basic account opening license (or basic deposit information certificate);
2) As of the deadline for submission of Bidding Documents, if a bidder is listed as a discredited judgment debtor by the People"s Court or included in the blacklist for bad safety records by the Ministry of Emergency Management of the People"s Republic of China (including the former State Administration of Work Safety) or placed on the supplier handling notification list by China State Railway Group Co., Ltd. and remains under enforcement, its bid will be rejected.
*3.6 Consortium bidding is not accepted for this tendering project.
