Qualifications or Performance:1. Qualifications required for bidders: Bidders must be the manufacturers or agents of the bidding goods. If an agent participates in the bidding, it must also provide an authorization letter issued by the manufacturer.
2. This project does not accept bids from consortia.
3. Those who have not purchased the bidding documents are not allowed to participate in the bidding.
4. According to the "Notice on Implementing Joint Punishments for Discredited Persons Subject to Enforcement in Bidding and Tendering Activities" issued by the Supreme People"s Court and nine other departments, bidders (or all parties in a consortium bid) must not be discredited persons subject to enforcement. The tenderer (or tendering agency) will conduct a credit check on the bidders (specifically, the credit check on the "Credit China" website www.creditchina.gov.cn on the day of bid opening shall prevail). If a bidder is found to be a discredited person subject to enforcement, the bid evaluation committee will reject its bid. If, due to force majeure events, it is impossible to conduct the credit check on the day of bid opening and the check cannot be resumed for the time being, an ex post facto credit check may be conducted on the candidate bid winner during the bid-winning announcement period. If the candidate bid winner is found to be a discredited person subject to enforcement, the tenderer will cancel its bid-winning qualification in accordance with the law.
