3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder must be a legal entity or other organization from the People"s Republic of China or from a country or region that maintains normal trade relations with the People"s Republic of China;

(2) Manufacturer or authorized agent. If acting as an agent, the bidder must provide a exclusive product-specific authorization letter issued by the manufacturer for this project (for the same brand and model of equipment, a manufacturer may authorize only one agent to participate in the bidding; otherwise, the bid will be invalid. The product-specific authorization letter must clearly specify the equipment model. Bids without the equipment model indicated will be invalid);

(3) The supplied goods must hold a "Civil Airport Special Equipment Usage License" or a "Civil Airport Special Equipment Approval Certificate" issued by the Civil Aviation Administration of China, or be listed on the official website of the Civil Aviation Administration of China, and all must be valid;

(4) Enterprise credibility requirement: The bidder must not be listed as a (discredited subject) on the "Credit China" website (www.creditchina.gov.cn) or the "China Judicial Proceedings Information Online" website (http://zxgk.court.gov.cn);

(5) Legal entities, other organizations, or individuals that have an interest relationship with the tenderee that may affect the fairness of the bidding process are not allowed to participate. Different entities with the same legal representative or entities that have a controlling or management relationship are not allowed to participate in the same bidding project;

(6) At the time of bidding, the bidder must not be listed as bankrupt, in liquidation, undergoing merger or reorganization, or as a judicial enforced (subject of judicial enforcement) by the People"s Republic of China or any country or region that maintains normal trade relations with the People"s Republic of China. The bidder must not have any of the following circumstances: "failure to timely fulfill effective judgments or rulings of courts or arbitration institutions," "property being preserved, seized, or frozen resulting in loss of (performance capability)," "legal representative being included in the list of discredited subjects or subjected to restrictions on high consumption leading to the bidder"s loss of (performance capability)," "ongoing or pending litigation with the tenderee or having an interest relationship that affects the fairness of the bidding process," "historical (unjustified arrears) of payments to the tenderee affecting the fairness of the bidding process," "historical (breach of contract), infringement, or other disputes with the tenderee affecting the fairness of the bidding process or being included in the tenderee"s blacklist," etc.
