3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder must be a legal entity or other organization from the People"s Republic of China or from a country or region that maintains normal trade relations with the People"s Republic of China.

(2) The bidder must be the manufacturer or an authorized agent. If acting as an agent, the bidder must possess a project-specific exclusive product agency authorization letter issued by the manufacturer for this tender (a manufacturer may appoint only one agent for equipment of the same brand and same model to participate in the tender; otherwise, the bid will be invalid. The authorization letter must explicitly specify the equipment model; bids with authorization letters that do not specify the model will be invalid).

(3) The offered aircraft de-icing vehicles, aircraft heating units, and passenger shuttle buses must hold a "License for Specialized Equipment Use in Civil Airports" or a "Validation Certificate for Specialized Equipment in Civil Airports" issued by the Civil Aviation Administration of China (CAAC), or must be equipment officially announced on the CAAC website. All certificates/announcements must be valid at the time of bidding.

(4) Corporate Reputation Requirement: The bidder must not be listed as a dishonest (enforcee subject to enforcement for dishonesty) on the "Credit China" website (www.creditchina.gov.cn) or the "China Judicial Proceedings Information Online" website (http://zxgk.court.gov.cn).

(5) Any legal entity, organization, or individual that has an interest relationship with the tendering party which could affect the fairness of the tender is prohibited from participating. Different entities with the same legal representative or entities that have a controlling or management relationship with each other are not allowed to participate in the same tender project.

(6) At the time of bidding, the bidder must not:

Be under bankruptcy, liquidation, merger, or reorganization as designated by the People"s Republic of China or any country/region with normal trade relations with China.

Be judicially enforced as an executee by the People"s Republic of China or any country/region with normal trade relations with China.

Have failed to timely fulfill effective judgments or rulings issued by courts or arbitration institutions.

Have assets that are preserved, seized, or frozen to the extent that it loses its ability to perform.

Have its legal representative listed as a dishonest executee or subjected to high consumption restrictions, resulting in the bidder"s loss of performance capability.

Be involved in litigation with the tendering party, have ongoing pending litigation, or be part of an execution case where the interest relationship affects the fairness of the tender.

Have a history of (unjustifiably defaulting on) payments to the tendering party in a manner that affects the fairness of the tender.

Have a history of (default), (infringement), or other disputes with the tendering party that affect the fairness of the tender or have resulted in the bidder being blacklisted by the tendering party.
