3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Meet the requirements of Chapter 1 "Instructions to Bidders" in Volume I of the bidding documents, specifically "2. Qualified Bidders";
3.2 The bidder shall be a legal person or other organization from the People"s Republic of China or countries/regions with normal trade relations with the People"s Republic of China;
3.3 Agents participating in the bidding must obtain the sole authorization from the equipment manufacturer for this project;
3.4 Other qualification criteria:
3.4.1 Qualification requirements for manufacturers:
(1) Domestic manufacturers:
A. Equipment manufacturers registered within the People"s Republic of China (excluding Hong Kong, Macao, and Taiwan), with independent legal person status (must provide valid Enterprise Legal Person Business License, Organization Code Certificate, and Tax Registration Certificate); Note: If "three-in-one or multi-in-one certification" is adopted, only the business license needs to be provided.
B. The tenderer will not accept bidders listed on the Serious Illegal Enterprise List in the National Enterprise Credit Information Publicity System (HTTP://www.gsxt.gov.cn/) or listed on the "Credit China" website (www.creditchina.gov.cn) as dishonest enforcement subjects to participate in this project bidding, provided they have no major illegal records in business activities. (Provide relevant website query screenshots and a self-prepared commitment letter stating no major illegal records);
C. If the bidder"s legal representative is the same individual or there are two or more units with controlling relationships, they shall not bid for the same tender project (provide a self-prepared commitment letter).
D. Legal entities, other organizations, or individuals with conflicts of interest that may affect the fairness of the bidding process shall not participate in this project (must provide a commitment letter in their own format).
(2) Foreign manufacturers:
A. Manufacturers must possess the corresponding equipment design and manufacturing capabilities, and comply with relevant technical specifications and standards of the People"s Republic of China or applicable international technical specifications and standards (valid certification documents must be provided).
3.4.2 For agents (traders), in addition to the aforementioned materials, the following must also be submitted:
(1) Valid Business License for Enterprise Legal Person, Organization Code Certificate, and Tax Registration Certificate of the agent (trader). Note: If "three-in-one" or "multi-in-one" certificates are implemented, only the business license needs to be provided.
3.5 Performance Requirements: The manufacturer of the equipment submitted by the bidder must have at least five application records of spin coating machines for 152×152×6.35 mm square glass substrates within the past five years, which must be supported by performance documentation in the tender documents. If certain commercial secrets cannot be disclosed, critical information may be encrypted.
3.6 Bidders must demonstrate good bank creditworthiness and commercial credibility, being free from operational suspension, bankruptcy status, or asset restructuring, takeover, or freezing. Original or copies of bank credit certificates issued by the bidder"s basic account bank within three months prior to the bid opening shall be provided.
