Brief Specification Description: Provide comprehensive and all-round management support services for the management team established for Dishui Lake School. The main services include:Providing service support for the school"s daily operation and management;Providing service support for the management team;Providing relevant service support for teachers and students in their learning;Providing service support for professional and technical affairs, as well as other comprehensive management services for the project.(For specific details, please refer to Chapter III Project Overview and Service Requirements.)

二、申请人的资格要求
2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China";

(b)落实政府采购政策需满足的资格要求:本项目执行政府采购促进中小企业、节能政策、监狱企业、福利企业发展的相关政策。        

(b)Qualification requirements to be met to implement government procurement policies: This project shall implement the relevant policies of government procurement that promote the development of small and medium-sized enterprises (SMEs), the energy conservation sector, prison enterprises and welfare enterprises.        

(c)本项目的特定资格要求:(1)具有独立承担民事责任的能力及相应的履约能力;
(2)单位负责人为同一人或者存在直接控股、管理关系的不同供应商,不得参加同一合同项下的政府采购活动;为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商,不得再参加该采购项目的其他采购活动;
(3)符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》(沪财采〔2024〕12号)第17条规定的供应商,不得参加本项目的采购活动;
(4)本次采购不接受联合体响应,不允许合同转让与分包;
(5)本项目非专门面向中小企业采购。        

(c)Specific qualification requirements for this program: (1) Possess the ability to independently bear civil liabilities and the corresponding ability to perform contractual obligations
(2) Different suppliers with the same legal representative of entities, or in a relationship of direct holding or management, shall not participate in government procurement activities under the same contract; Suppliers that provide services such as overall design, formulation of specifications, project management, supervision, or testing for a procurement project shall not participate in other procurement activities of that procurement project;
(3) Suppliers that meet the provisions specified in Article 17 of Guiding Opinions on Aligning with High-Standard International Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Hu Cai Cai [2024] No. 12) shall not participate in the procurement activities of this project
(4) This procurement does not accept consortium responses, and contract assignment and subcontracting are not permi

地点:本项目采用网上报名及响应方式,供应商应根据有关规定和方法,在“上海政府采购网”(http://www.zfcg.sh.gov.cn)电子招投标系统提交电子响应文件(纸质响应文件递交地址:上海市浦东新区环湖西二路800号305室),提供纸质响应文件正本1份、副本2份并密封,须与上传的电子响应文件内容一致(若上传的电子版文件与纸质文件存在差异,以上传的电子响应文件为准,纸质文件仅作备查使用)。
为保证项目签到(解密)、磋商顺利进行,建议各响应方在响应文件递交截止时间及磋商时间前预留充足的时间进行设备调试及网络环境测试。

根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》(沪财采[2014]27号)的规定,本项目招投标相关活动在上海市政府采购信息管理平台(简称:电子采购平台)(网址:http:// www.zfcg.sh.gov.cn)电子招投标系统进行。电子采购平台是由市财政局建设和维护。响应人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。响应人在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。
供应商应在文件递交截止时间前尽早加密上传响应文件,并及时查看在电子采购平台上的签收情况,打印签收回执,以免因临近响应截止时间上传造成无法在磋商前完成签收的情形。未签收的响应文件视为响应未完成。
