The Government of China has received a loan from the World Bank to finance the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds for consulting services.
The consulting services (hereinafter referred to as the “Services”) mainly include:
Responsible for project financial management, including but not limited to the preparation of financial statements, financial management, and accounting;
Responsible for preparing documents related to withdrawal applications for the World Bank Hainan Project Office;
Responsible for reviewing withdrawal application materials submitted by project implementing agencies;
Responsible for the management of fixed assets and daily office supplies of the World Bank Hainan Project Office;
Responsible for managing financial documents related to overseas activities;
Responsible for reviewing travel documents and conducting financial reviews for relevant staff of the World Bank Hainan Project Office;
Responsible for providing training and guidance on financial management to project implementing agencies;
Supervising the financial management practices of project implementing agencies;
Responsible for financial liaison work between the Project Office and the World Bank;
Timely completion of other tasks assigned by the leadership of the Project Office.
This consulting service intends to recruit one individual consultant as Project Financial Management Consultant. The estimated total input is 27 person-months. The implementation period of the consulting service is expected to be from the date of contract signing until the closing date of this World Bank loan project, i.e., December 31, 2027. The expected commencement date of the consulting service is October 2025.
The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest.
The Project Management Office of the World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases – Hainan Project (hereinafter referred to as the “Client”) now invites eligible Individual Consultants to express their interest in providing the consulting services. Interested Individual Consultants should provide information demonstrating their qualifications, including:
1.Letter of Application;
2.Curriculum Vitae (CV) (format as provided in “Individual Consultant CV Template”);
3.Supporting documents demonstrating that the Individual Consultant meets the “Section VII. Qualification Requirements” of the Terms of Reference, which shall include at least: Copy of both sides of National Identification Card; Copy of diploma and degree certificate, or equivalent educational qualifications; Proof of relevant work experience; Letter of Commitment signed by the Individual Consultant; Professional technical qualification certificates in finance, accounting, or other relevant fields (if applicable).
To demonstrate that they possess the required qualifications and relevant experience to carry out the Services.
The specific criteria for the selection of the Individual Consultant are as follows:
The Financial Management Consultant should have work experience in financial positions, possess professional knowledge in financial management, be familiar with accounting standards and relevant fiscal and tax policies, and be proficient in using financial management and office software. The specific requirements are as follows:
(I) Basic Requirements
Must be a citizen of the People’s Republic of China and able to work on a regular basis in Haikou City;
Comply with the laws and regulations of the People’s Republic of China, with no record of illegal or disciplinary violations;
Demonstrate good conduct and professional ethics;
Be physically and mentally fit to perform the duties of the position;
Have more than 5 years of work experience in financial management;
Be familiar with national financial laws and regulations, as well as provincial-level government financial management regulations;
Hold an educational background in finance, accounting, or related fields, with professional technical titles or relevant certificates;
Be proficient in the use of financial management and office software;
Prior work experience in financial positions of Hainan provincial government agencies or public institutions will be considered an advantage.
(II) None of the following circumstances shall apply (Individual Consultants are required to provide a “Letter of Commitment,” format as shown in Section 3. Individual Consultant Letter of Commitment):
Having been subject to any form of criminal penalty;
Having been dismissed from public office;
Currently under investigation for violations of laws or regulations;
Having not yet completed disciplinary sanctions imposed by the Party or by administrative authorities;
Citizens eligible for military service who refuse or evade conscription and fail to correct such behavior; or servicemen who, for the purpose of evading military service, refuse to perform duties or desert their units, and are therefore dismissed, expelled from the military, or held criminally liable in accordance with the law;
Being listed as a dishonest person subject to enforcement (discredited person).
Interested individual consultants should take note of the provisions set out in Sections 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (“Procurement Regulations”) (November 2020 edition), which outline the World Bank’s conflict of interest policy.
This consulting service will be procured using the Open Competitive Selection of Individual Consultants method as specified in the Procurement Regulations.

Expressions of Interest must be submitted in written form (either by hand delivery or by mail) to the address below no later than 17:00 on September 11, 2025 (deadline for submission).
Sealing and Quantity Requirements for the Expression of Interest (EOI) Documents:
1.Hard copies: One (1) original Chinese EOI document and three (3) duplicate Chinese EOI documents are required. The original and duplicate copies shall be separately bound into booklets and sealed together in the same envelope.
2.Electronic copies: The bidder shall also submit, together with the EOI, one (1) complete PDF scanned copy and one (1) editable electronic version of the EOI, stored on a USB drive and sealed separately. In the event of any discrepancy between the electronic version and the hard copy, the original Chinese hard copy shall prevail.
