3、Qualification Requirements For Bidder
Qualifications or Performance:The bidder has a valid business license (domestic bidder) / business license certificate (overseas bidder), and a copy of the corresponding certificate is required ;
This project accepts bids from authorized agents. Requirements for agent bidding: ①Agents must obtain valid authorization for this project issued by the manufacturer or its sales subsidiary (or manufacturing subsidiary) within the same group, with the official seal of the authorizing party (scan provided). Each manufacturer may only authorize one agent to participate in the bidding. ②If the authorization letter is issued by a sales subsidiary (or manufacturing subsidiary) within the manufacturer"s group, additional proof of the relationship between the manufacturer and its sales subsidiary (or manufacturing subsidiary) must be provided (with official seal, format to be determined);
From January 1, 2018 to seven days prior to the bid submission deadline (based on the contract signing date), the bidder must demonstrate at least one sales record for ethylene processor adsorbent and at least one operational performance record for ethylbenzene/styrene (or styrene-only) production units.① The bidder shall provide scanned copies of performance contracts containing the aforementioned information (including both parties" seals/signatures, project name, product name, specifications, unit name, and signing date). All scanned materials must be clearly legible. If the provided performance documentation fails to reflect relevant supply content pages, technical agreements or supplementary documents must be submitted as valid proof. Non-Chinese version performance contract materials must include corresponding Chinese translations.② The aforementioned performance must be supported by operational certification documents issued by the user entity. If such documentation is unavailable, a signed/officially stamped operation commencement statement (as specified in the bid document format) shall be provided. Failure to comply with these requirements or submission of incomplete information will result in invalid performance evaluation.
