3、Qualification Requirements For Bidder
Qualifications or Performance:*1) For overseas bidders: Relevant certificates of registration in the place of business in accordance with the laws of the country (region);
*2) For domestic bidders: Business license of enterprise legal person must be provided;
*3) Bidders shall submit the configuration list of the equipment for which they bid;
*4) Bidders must be the manufacturers of the products they bid for or authorized agents of the manufacturers. If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall provide a formal authorization letter from the manufacturer (see the format in *International Competitive Tendering Documents for Mechanical and Electrical Products Procurement* (Volume I)). Bidding authorized by the general agent in China, regional agents or other agents of the manufacturer is not accepted; bidding authorized by representative offices, branch offices or other entities without independent legal person qualification is not accepted (the original copy of the manufacturer"s authorization certificate must be provided);
*5) Bidders shall provide the original copy of the credit certificate issued by their opening bank within three months before the bid opening date or a scanned copy of the original (if the credit certificate clearly states that copies are invalid, the original copy of the credit certificate must be provided; the tendering agency reserves the right to verify the original copy). If the bidder is an enterprise registered within the territory of China, it shall also provide the account opening permit issued by the People"s Bank of China (scanned copy with official seal affixed) or the bank credit certificate showing the basic account information (original original copy) or basic deposit account information (bank format or bank seal) or bank record seal card (scanned copy with official seal affixed) or application form for opening a corporate bank settlement account (scanned copy with official seal affixed) or other supporting materials;
*6) Bidders shall provide the performance of having sold no less than 3 units/sets of the products they bid for in total in the past 3 years (from January 1, 2022 to the bid submission deadline) (the main body of the sales performance shall be the bidder). The sales performance contracts of the products they bid for shall be provided, and the key pages of the contracts shall be attached as supporting materials in the form of scanned copies, including but not limited to the first page of the contract, the page specifying the procurement content, and the page with seals of both parties.
