3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal persons or other organizations from the People"s Republic of China or countries or regions that have normal trade relations with the People"s Republic of China may participate in bidding; Domestic bidders shall provide a copy of their valid business license, while overseas bidders shall provide a copy of their business registration certificate or other valid supporting documents.
3.2 This project accepts manufacturers or agents to participate in bidding, but manufacturers and agents cannot participate in bidding for the same project at the same time; In addition, the agent bidding shall provide the valid letter of authorization issued by the manufacturer for the proposed equipment (heavy foam vehicle, main foam vehicle, domestic lighting vehicle (with rescue function), communication command vehicle) of the project. The same manufacturer can only authorize one agent to participate in the bidding, and provide the original of the valid letter of authorization.
3.3 Heavy foam vehicles, main foam vehicles, domestic lighting vehicles (with emergency rescue function) and communication command vehicles (which can be the models of vehicles not proposed this time) of the brands invested by the Tenderer shall have at least one domestic sales record from January 1, 2020 to the bid submission deadline (subject to the contract signing time) (a complete copy of the contract and the acceptance certificate stamped by the user must be provided).
3.4 If the bidder is a manufacturer outside the People"s Republic of China, they shall have a permanent service agency or authorized agent in China and be able to provide timely and effective after-sales service in the location of the project; If an overseas manufacturer authorizes an agent to bid, the manufacturer should have a permanent service agency in China or entrust an agency to provide after-sales service; The bidder shall provide an introduction to the after-sales service agency and a copy of the business license (if the after-sales service agency is an agency, a copy of the after-sales service authorization letter issued by the manufacturer shall be provided).
3.5 Credit Requirements:
3.5.1 Domestic bidders must meet the following conditions:
(A) The bidder has not been included in the list of seriously illegal and untrustworthy enterprises in the National Enterprise Credit Information Publicity System by the Administration for Industry and Commerce; Inquiry by the tenderer or bidding agency, and submission to the review committee for review during the evaluation process.
(B) The bidder has not been included in the list of dishonest persons subject to enforcement by the people"s court, and is listed on the China Enforcement Information Disclosure Network( http://zxgk.court.gov.cn/ )Conduct a query; Inquiry by the tenderer or bidding agency, and submission to the review committee for review during the evaluation process.
