1、Bidding Conditions
Overview:Honghe Mengzi Airport is located north of Mengzi City, with its main area situated in Daguo West Village, Caoba Town, Mengzi City, while part of the site extends into Yuguopu Town. The airport features a Class 4C flight zone with a runway measuring 2800x50 meters and four Class C aircraft stands. Key construction elements for this phase include: a civil aviation apron with four Class C stands, two jet bridges, a 6,132-square-meter terminal building, and an air traffic control tower covering 1,838.1 square meters. Supporting facilities encompass air traffic management systems, cargo handling infrastructure, fire rescue operations, along with apron navigation lighting and utility networks including power supply, water supply, and communication systems.
The bidding includes two passenger boarding Bridges (including fixed end and movable end of glass bridge) at Honghe Mengzi Airport, ground air conditioning (ground air conditioning unit for aircraft) and 400HZ power supply (standby power supply unit for aircraft).

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal persons or other organizations from the People"s Republic of China or countries or regions with normal trade relations with the People"s Republic of China may participate in the bidding; domestic bidders shall provide a copy of the valid business license, and overseas bidders shall provide a copy of the commercial registration certificate or other valid documents.
3.2 This project accepts bids from manufacturers or authorized agents, but neither party may bid simultaneously for the same project. When an agent participates in the bidding, they must provide a valid authorization letter issued by the manufacturer for this specific project. Each manufacturer may only authorize one agent to participate. For equipment requiring external authorization if not self-manufactured by the bidder: passenger boarding bridges (including fixed and movable glass bridge sections), ground air conditioning units, and 400Hz power supply units (airplane static transformer units). Original or certified copies of valid authorization letters must be provided.
3.3 If the bidder is a manufacturer outside the People"s Republic of China, it shall have a permanent service agency or entrust an agent in China and be able to provide timely and effective (project location) after-sales services; if the overseas manufacturer authorizes an agent to bid, the manufacturer shall have a permanent service agency or entrust an agent in China for after-sales services; provide a copy of the after-sales service institution"s introduction and business license (if the after-sales service institution is an agent, a copy of the after-sales service authorization letter issued by the manufacturer must be provided).
3.4 Other requirements:
3.4.1 As a supplier, the bidder shall: The products submitted by the bidder [including passenger boarding bridge movable end, ground air conditioning (air conditioning unit for aircraft), and 400Hz power supply (static transformer power supply unit for aircraft)] must be those that have passed inspection and are in normal status as announced in the special equipment notice of the Civil Aviation Airport Special Equipment Information Management System; a copy of the notice shall be provided.
3.4.2 The bidder as the installation unit:
(1) Having the grade 3 or above professional contracting qualification for construction, mechanical and electrical installation project issued by the competent construction administrative department of the People"s Republic of China within the validity period, as well as the valid safety production license; provide copies of the qualification certificate and safety production license.
(2) Installation Section Project Manager Requirements: Must hold a Class II or higher registered constructor qualification in China (mechanical and electrical engineering specialty), with registration under the bidder"s organization. Applicants must have passed provincial-level or higher housing and urban-rural development authorities" or transportation authorities "safety production assessment and obtained valid Safety Production Assessment Certificate (Class B). Provide copies of the registered constructor certificate and Class B safety production assessment certificate. For candidates who have not served as project managers for other ongoing construction projects since the project"s bid submission deadline, submit a corresponding commitment letter detailing these circumstances.
3.5 Performance Requirements: For the past five years (from January 1, 2020 to the bid submission deadline, whichever comes first, with contract signing date as the benchmark), the bidder"s primary products [including: passenger boarding bridges, ground air conditioning systems (air conditioning units for aircraft), and 400Hz power supplies (standby power units for aircraft)] must have at least one supply performance record from a domestic civil transport airport. [Provide copies of contract agreements or user-issued usage certificates (if the document is not in Chinese, attach a corresponding Chinese translation and commit that the translation matches the original content. In case of ambiguity during bid document interpretation, the translated version shall prevail).]
3.6 Social Insurance Requirements: The project"s authorized representative, installation section project manager, and designated installation team members must be regular employees of the bidder. All personnel shall provide valid social insurance enrollment certificates issued within the past six months (issued on or after the tender announcement date). Social insurance contributions made through branch offices (non-independent legal entities) shall be deemed as those made by the bidder itself. Copies of the aforementioned certification documents must be submitted.
3.7 Reputation requirements:
3.7.1 Domestic bidders shall meet the following conditions:
(1) The bidder shall not be included in the national enterprise credit information publicity system of the national market regulatory department as a seriously illegal and dishonest enterprise; it shall be checked by the tenderer or the tendering agency, and submitted to the review committee for examination during the evaluation.
(B) The bidder shall not be listed as a dishonest person subject to enforcement by the People"s Court, and shall be queried on the China Enforcement Information Disclosure Website (http://zxgk.court.gov.cn/); the tenderer or the tendering agency shall conduct the inquiry, and submit it to the review committee for examination during the evaluation.
3.7.2 Overseas bidders shall meet the following conditions: good commercial reputation, no major illegal records (bidders" own commitment).
3.8 Acceptance of consortium bidding: Yes; Consortium bidding shall meet the following requirements:
3.8.1 There shall be two members of the consortium (including the supplier and the installation unit, among which the lead shall be the supplier), and the lead of the consortium shall be responsible for the organization, coordination and management of the project.
3.8.2 All parties to the consortium shall have qualifications and conditions in accordance with laws and regulations, and sign a consortium agreement to specify the rights and obligations of all parties to the consortium, and assume joint and several liabilities to the tenderer for the winning project. The consortium agreement shall be submitted together with the bidding documents when bidding.
3.8.3 After signing the consortium agreement, each party shall not bid separately in its own name, nor form a new consortium or participate in other consortiums to bid for the same bid section.
3.8.4 If a bidder does not submit a consortium bid, the consortium agreement need not be included in the tender documents. For consortium bids, where additional signatures or seals are required for other sections of the tender documents (other than the consortium agreement), such signatures shall be affixed by the consortium lead entity or its legal representative (or authorized agent). All commitments made by the consortium lead entity shall be recognized by all member entities.
