3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) Bidders whose origin of the bidding product is outside the customs territory must be the manufacturer or a directly authorized agent of the manufacturer. If bidding as an agent:
① For five types of instruments including automated 4 ℃ low-temperature incubators, automated oscillation incubators, automated 96/384 well PCR machines, automated membrane sealers, and automated fragment analyzers, the manufacturer must provide the only formal authorization letter for this bidding (the authorization letter must be directly authorized by the manufacturer and secondary authorization is not allowed); The remaining components of this package, including nucleic acid extractor, culture medium automatic preparation and packaging system, automated plate centrifuge, automated desktop refrigeration centrifuge, automated high-speed freezing centrifuge, automated film tearing machine, fully automatic microplate centrifugal washing machine, automated -80 ℃ freezer, automated lid opening machine, two-dimensional barcode scanner, automated large capacity static incubator, can be authorized by the manufacturer or authorized by the manufacturer"s authorized first level agent; The authorization letter should include the relevant content of "the manufacturer is responsible for the quality of the product and after-sales service", as well as the manufacturer"s contact person and contact information, and ensure that the manufacturer"s contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer may also issue a written commitment/explanation outside the authorization letter). Otherwise, proxy bidding will not be accepted;
② Bidders must have been registered locally in accordance with the law for at least three years from the date of bid opening, and provide copies of valid registration documents such as business licenses;
③ Within three years from the bid opening date, bidders must have sales performance of similar products in at least two different years. They must provide copies of contracts or orders (at least two copies of contracts or orders from different years) or user certificates to prove their sales performance, and have them signed or stamped by the bidder"s representative.
(3) Bidders whose products are of origin within the customs territory must be manufacturers or agents directly authorized by manufacturers.
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder"s Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
