Qualifications or Performance:1) The bidder shall be an independent legal person or other organization with legitimate business qualifications; 2) If the bidder is a manufacturer of the bid goods, it shall provide the "Medical Device Production Enterprise License of the People"s Republic of China" or the "First-Class Medical Device Production Filing Certificate" in accordance with relevant national regulations; if the bidder is an operating and sales enterprise, it shall provide the "Medical Device Operating Enterprise License of the People"s Republic of China" or the "Second-Class Medical Device Operating Filing Certificate" in accordance with relevant national regulations. The bidder"s production or business scope shall be consistent with the relevant national permits; 3) The bid goods shall possess a "Medical Device Registration Certificate of the People"s Republic of China" or a "First-Class Medical Device Filing Certificate" valid within the bid deadline; 4) The bidder shall be a manufacturer specializing in producing the equipment required for this project or a validly authorized agent; 5) The bidder shall have no major illegal records in business activities within three years prior to participating in government procurement activities; 6) The bidder shall not be listed on the "Credit China" website (www.creditchina.gov.cn) as a dishonest judgment debtor, the list of parties involved in major tax violations, or the China Government Procurement Network (www.ccgp.gov.cn) as a serious illegal and dishonest behavior record.
