Request for Quotations — Non-Consulting Services (RFQ)
Project Title: World Bank-Financed Project on Prevention, Preparedness, and Response to Emerging Infectious Diseases — Hainan Subproject (Global “One Health” Hainan Demonstration
Project)
Contract Title: Non-Consulting Services for Study Tour to New Zealand and Australia

1、CITIC International Tendering Co., Ltd. (“Procurement Agent”), entrusted by the Hainan Provincial Department of Agriculture and Rural Affairs (the “Client”), hereby invites you/your company to submit a quotation for the services described in Appendix A (Terms of Reference) of this Invitation. However, if you/your company has participated in the preparation and drafting of “Appendix A: Terms of Reference” related to this RFQ, you/your company will be disqualified.
To assist you/your company in preparing the quotation, we hereby enclose the Terms of Reference, Quotation Form, and Contract Form.
2、However, your proposal will not be considered if you/your company falls under any of the following circumstances:
(a) The services provided by you/your company do not originate from eligible source countries as specified by the World Bank; or
(b) You/your company is affiliated with any firm that prepared the Terms of Reference for this assignment or was involved in the preparation of this project; or
(c) You/your company is owned by the Client; or
(d) You/your company, in accordance with the World Bank’s Anti-Corruption Guidelines and the Sanctions Framework, Chapter VI “Fraud and Corruption,” paragraph 2.2(d), is currently under
sanction imposed by the World Bank within the determined period; or
(e) You/your company is prohibited, under a decision of the United Nations Security Council taken pursuant to Chapter VII of the UN Charter, from receiving payment or providing services to any
individual or entity in your country.
3、Qualification Requirements:
Requirements for Service Providers
1)The service provider must be registered in China and shall provide a scanned copy of a valid business license or a copy of other legal entity registration certificate;
2)The service provider shall have a good track record and reputation, and must not be listed as a discredited enterprise. A screenshot from “Credit China” showing no record of violations must be provided, which shall at minimum include search results for the “List of Entities with Serious Breaches of Trust,” “List of Dishonest Persons Subject to Enforcement,” and “List of Major Tax Law Violation and Discredit Cases”;
3)The service provider shall have relevant experience in overseas services. Within the past three years (from January 1, 2022 to the submission deadline), the service provider must have undertaken similar overseas study/inspection projects. Copies of key pages of service contracts for such projects must be provided, including at least the contract cover page, contract date, name of entity, scope of services, and contract value;
4)The service provider shall possess stable overseas cooperation resources and shall provide copies of key pages of cooperation agreements/contracts/framework agreements or other relevant supporting materials, which shall at minimum reflect: name of cooperating entity, specific cooperation activities, and date of contract/agreement.
4、Your firm shall submit a quotation in accordance with the following instructions, procedures, and the terms and conditions of the Contract.
4.1 Quotation Preparation
(a) Your quotation must cover all items described in the Terms of Reference (TOR) and shall only be submitted in the format of the attached Quotation Form. The currency for quotation and payment shall be Renminbi (RMB).
(b) For the above-mentioned services, your firm shall submit one quotation document consisting of the Quotation Form and supporting materials evidencing qualifications and past performance (including the materials required under “3. Qualification Requirements” as well as any other supporting documents your firm deems necessary). The quotation document must be typed or written in indelible ink, stamped with your company seal, and signed or sealed by the legal representative or an authorized representative. If the Quotation Form is not signed/sealed and stamped, the quotation will not be considered further.
(c) Your firm shall submit one (1) bound original quotation document marked “Original,” and two (2) copies marked “Copy.” In addition, an electronic version of the quotation documents, including a stamped PDF file and an editable Word file, shall be saved on a USB drive, properly sealed, and submitted together with the hard copy documents. In case of any inconsistency between the electronic and hard copy versions, the hard copy version shall prevail. In case of any inconsistency between the original and copies of the hard copy version, the original shall prevail.
(d) The validity period of your quotation shall be 90 days, counting from the deadline for submission of quotations. If your firm withdraws its quotation within the validity period and/or refuses to accept the contract upon award, your firm will be excluded from the list of eligible service providers for this Project for a period of two (2) years.
4.2 Submission and Opening
(a) Your firm’s quotation documents (including the Quotation Form and all supporting materials) shall be submitted no later than 09:00 a.m. on September 8, 2025 (deadline for submission). The required documents must be duly signed and stamped, sealed in an envelope, and delivered to the following address:

(b) Quotation documents will be publicly opened at 09:00 a.m. on September 8, 2025 at the above address. Representatives of service providers who choose to attend may witness the opening. Late submissions will be rejected.
4.3 Evaluation and Comparison
(a) Quotations that are determined to be substantially responsive to this Request for Quotation (RFQ) will be evaluated by comparing their quoted prices. Any quotation that contains material deviations or reservations from the terms, conditions, and specifications of this RFQ shall be considered non-responsive.
(b) In evaluating quotations, the Client will adjust for any arithmetic errors as follows:
(i) If there is a discrepancy between the amount in figures and in words, the amount in words shall prevail;
(ii) If there is a discrepancy between the unit price (where applicable) and the total price obtained by multiplying the unit price by the quantity, the unit price shall prevail; and
(iii) If the bidder refuses to accept the correction, its quotation shall be rejected.
4.4 Contract Award
(a) The Client shall award the contract to the service provider whose quotation has been determined to be substantially responsive to this RFQ and who has submitted the lowest price.
(b) Within thirty (30) days after the submission date of the quotations, the Client shall issue a Notification of Award to the successful service provider, together with the “Letter of Acceptance of Quotation” signed by the Client’s authorized representative. Both the original and a copy of the Letter of Acceptance shall be retained for inspection and audit purposes.
(c) The successful service provider shall sign the contract in accordance with the Contract Terms and Conditions set out in the Appendix. In addition to the quotation, the contract price shall include Value-Added Tax (VAT) within China.

6. The Client intends to apply funds from the World Bank (the “Bank”) to cover eligible payments under the contract resulting from this Request for Quotations (RFQ).
7. In accordance with the World Bank’s Anti-Corruption Guidelines, service providers are required to observe the highest standards of ethics during procurement and execution of such contracts, and to avoid fraud and corruption. If the Bank determines that the service provider recommended for award, and/or its employees, have directly or indirectly engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in competing for or performing the contract, the Bank will reject the award recommendation and may impose sanctions or take other remedial measures against the party concerned. At the time of submitting quotations, your firm must not be under sanction by the Bank. Pursuant to the Bank’s Anti-Corruption Guidelines and its Sanctions Framework, Section VI “Fraud and Corruption,” paragraph 2.2(d), firms or individuals sanctioned by the Bank shall be ineligible, during the period of sanction determined by the Bank, to participate in any procurement process under Bank-financed projects, to be awarded Bank-financed contracts, or to benefit from Bank-financed contracts.
8. Your firm, as well as any consortium members (if applicable), affiliates, parent companies, subsidiaries, or associated entities (including any subcontractor or supplier of any part of this
contract), are not, and have never been, suspended, debarred, declared ineligible, or blacklisted by the Client’s country, any international organization, or any other donor agency.

At the time of quotation submission, suppliers must not be listed on the “Credit China” website (www.creditchina.gov.cn) as a Dishonest Person Subject to Enforcement or a Major Tax Law Violation Case Party, nor on the “China Government Procurement Network” website (www.ccgp.gov.cn) in the records of suppliers with serious violations of laws and trustworthiness, prohibited from participating in government procurement activities for 1–3 years (where the penalty period has not yet expired).
9. Neither your firm, nor any consortium members (if applicable), affiliates, parent companies, subsidiaries, or associated entities (including any subcontractors or suppliers), nor their key
personnel or directors, have been charged with or convicted of any criminal offense (including felonies and misdemeanors) or violation of laws/regulations that may result in imprisonment.

10. Your firm understands that if your firm, any consortium members, affiliates, parent companies, subsidiaries, or associated entities (including any subcontractors or suppliers) are suspended, debarred, or declared ineligible by the Bank or any other multilateral development bank, the Client’s country, international organizations, or other donor agencies, or if any of your firm’s key personnel or directors are charged with or convicted of any criminal offense or violation of laws/regulations that may result in imprisonment, your firm has the obligation to notify the Bank.
11. In accordance with the World Bank’s Anti-Corruption Guidelines, any misrepresentation, whether intentional or negligent, or any attempt to mislead, may result in the automatic rejection of the quotation or the cancellation of the contract (if already awarded), and may trigger remedial measures.
12. Your firm (the bidder) must be free from any conflict of interest. Any bidder found to have a conflict of interest will be disqualified. A company shall be considered to have a conflict of interest if:
(a) The goods, works, or non-consulting services provided by the company originate from consulting services supplied by the company or its affiliates (where an affiliate directly or indirectly controls the company, is controlled by the company, or is under common control with the company) for the preparation or implementation of the project, or are directly related to such consulting services. This provision does not apply to companies jointly undertaking contractor obligations under turnkey or design-and-build contracts (including consulting firms, contractors, or suppliers); or
(b) The company, including its personnel, has a close business or family relationship with the Borrower, the implementing agency of the project, the recipient of part of the Bank loan, or any
professional staff of any agency representing the Borrower, where such professional staff:
i. Directly or indirectly participates in the preparation of the procurement documents or contract specifications and/or in the evaluation process for this contract; or
ii. Will be involved in the implementation or supervision of this contract, unless the conflict arising from such relationship has been resolved in a manner acceptable to the Bank throughout
the procurement and contract execution; or
(c) Any other situation that constitutes a conflict of interest as defined in the Bank’s standard procurement documents for the specific procurement process.
