3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder is a legal person or other organization that responds to the bidding, has purchased the bidding documents from the tenderer or bidding agency, and participated in the bidding competition. Any legal person or other organization that has not purchased the bidding documents from the tenderer or bidding agency shall not participate in the bidding.
2) Unless otherwise specified, legal persons or other organizations from the People"s Republic of China or countries or regions that have normal trade relations with the People"s Republic of China (hereinafter referred to as "qualified source countries/regions") are eligible to bid.
3) Legal entities or other organizations that have a vested interest in the tenderer and may affect the fairness of the tender shall not participate in the bidding process. Bidders with vested interests refer to:
(1) Baotou Yunsheng Technology Development Co., Ltd. has shares in the bidder.
(2) The project leader, main members of the project, and the person in charge have shares or positions in the bidder.
4) The legal person or other organization entrusted to participate in the preliminary consultation and bidding document preparation of the project shall not participate in the bidding of the entrusted project, nor shall it prepare bidding documents or provide consultation for the bidders of the project.
5) Units with the same person in charge or different units with controlling or management relationships are not allowed to participate in the same bidding project package, except for jointly forming a consortium for bidding.
6) Only suppliers who are legally and financially independent, operate legally, and are independent of the tenderer and bidding agency can participate in bidding.
7) Those who have been listed as dishonest persons and major tax dishonest entities by the "Credit China" website within the past three years (before the deadline for bidding for this project), and those who have been listed as serious illegal and dishonest behaviors in government procurement by the "China Government Procurement Network" website (before the deadline for punishment has expired), shall not participate in this project.
8) If the goods provided by the bidder according to the contract are not manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the goods manufacturer or the agent of the goods manufacturer to provide the goods in this bid.
9) Bidders must provide the original or a copy of the credit certificate issued by their bank within three months prior to the bid opening date (if the credit certificate clearly states that the copy is invalid, the original credit certificate must be provided, and the bidding agency reserves the right to review the original).
10) This project does not accept consortium bidding.
