3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2)Bidders whose products are of origin outside the customs must be manufacturers; Alternatively, it can be an agent directly authorized by the manufacturer (for imported products that have not entered the Chinese customs before the bid opening, the bidder must be a company registered outside the customs; for imported products that have entered the Chinese customs before the bid opening, the bidder must be a company registered within the customs). The agent bidding must meet the following conditions:
1) The only formal authorization letter from the manufacturer for this bidding must be provided (the authorization letter must be directly authorized by the manufacturer, and secondary authorization is not allowed). The authorization letter should include the relevant content of "the manufacturer bears the main responsibility for the quality of the product and after-sales service" and the manufacturer"s contact person and contact information, and ensure that the manufacturer"s contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer may also issue a written commitment/explanation outside the authorization letter). Otherwise, proxy bidding will not be accepted;
2) Bidders who have been registered locally in accordance with the law for at least three years from the bid opening date are required to provide valid copies of their business license and other registration documents;
3) Within three years from the bid opening date, bidders must have sales performance of similar products in at least two different years. They must provide copies of contracts or orders (at least two copies of contracts or orders from different years) or user certificates to prove their sales performance, and have them signed or stamped by the bidder"s representative.
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder"s Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
(9) The products provided this time are standardized products with mature technology and do not accept test samples. The performance provided by the bidder must be the performance of the manufacturer"s bidding products this time. From January 1, 2005 to July 1, 2025, provide performance certification materials for 3 or more Pressure Decay Profile Permeameter issued by domestic and foreign users. The supporting materials should include but are not limited to the following: performance list, copy of contract, and signed or stamped by the bidder"s representative. The mutually verified ones are valid performance.
(10)The bidder and the products they have submitted have not experienced any of the following situations due to design, manufacturing, or quality issues within the past three years (retrospectively from the bidding deadline):
① Major safety production liability accidents;
②Well control accidents or completion operation failures caused by product defects;
③The situation where the owner claims compensation or terminates the contract due to quality issues.
A Quality and Safety Commitment Letter signed by the legal representative or authorized representative and stamped with the official seal must be provided; If the bidder is an agent, a quality commitment from the manufacturer must be attached. .
(11) The bidder has not been included in the list of seriously illegal and dishonest enterprises by the State Administration for Industry and Commerce on the National Enterprise Credit Information Publicity System by the deadline for bidding; And it has not been included in the list of dishonest persons subject to enforcement by the "Credit China" website; If the bidder is an overseas enterprise, they must provide screenshots of the above-mentioned system and website queries, and make a written commitment that there are no illegal or dishonest behaviors.
(12) The bidder has not been ordered to suspend production or business, temporarily suspend or revoke permits, or temporarily suspend or revoke licenses; If there is no situation of entering liquidation proceedings, being declared bankrupt, or losing the ability to perform, a commitment letter signed by the legal representative or authorized representative and stamped with the official seal must be provided.
