3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) The bidder must be the manufacturer of XAI liquefier, responsible for device integration, and fully responsible for the reliability of device performance and the integrity of supply; Bidders are allowed to purchase liquid XAI storage tanks and XAI gas recovery systems from external sources. Those who purchase liquid XAI storage tanks from external sources must provide the corresponding special equipment production qualifications and at least one manufacturing performance of the proposed manufacturer.
(3) This project does not accept consortium bidding.
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (6) The bid shall be rejected if the bidder puts forward invalid complaint two or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).
(7) The Bidder shall provide the original or copy of the credit certificate issued by the bidder"s Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
(9) The bidder shall provide a record of self-made and successfully put into operation similar devices of the subject matter within the territory of the People"s Republic of China from January 1, 2020 to present. Similar devices refer to XAI liquefiers or XAI refrigerators in the 4.5K temperature range. Performance certification materials must be attached to the bidding documents, including but not limited to the following: performance certification (copy of sales contract and invoice), acceptance certificate issued by the user, contact person and valid contact information, and signed or stamped by the legal representative or authorized representative. Unclear or incomplete performance certification documents will be considered invalid.
(10)Within three years prior to the bid opening date, if a bidder has been punished within China due to poor contract execution or quality issues with the bidding products, their bid will be rejected (subject to the official penalty document issued by the bureau level or above).
(11) The bidder has not been included in the list of seriously illegal and dishonest enterprises by the State Administration for Industry and Commerce on the National Enterprise Credit Information Publicity System by the deadline for bidding; And it has not been included in the list of dishonest persons subject to enforcement by the "Credit China" website; If the bidder is an overseas enterprise, they must provide screenshots of the above-mentioned system and website queries, and make a written commitment that there are no illegal or dishonest behaviors.
(12) The bidder has not been ordered to suspend production or business, temporarily suspend or revoke permits, or temporarily suspend or revoke licenses; If there is no situation of entering liquidation proceedings, being declared bankrupt, or losing the ability to perform, a commitment letter signed by the legal representative or authorized representative and stamped with the official seal must be provided.
(13) Bidders must hold ASME U certification within the valid period, or a special equipment production license issued by the Chinese national market supervision and management department. The licensed projects include but are not limited to: pressure pipeline installation or design, licensed sub projects industrial pipelines (GC2), or above (GC2) level.
