3、Qualification Requirements For Bidder
Qualifications or Performance:(1)？Requirements for Qualification of Bidder
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined？certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.？The bidder shall be the manufacturer or agent of the bidding？products.？If the bidder is an agent, a valid Letter of Authority from Manufacturer？shall be provided.If the bidder is a wholly-owned subsidiary or holding？subsidiary of the same group as the manufacturer responsible for sales of？the bidding products, the bidder shall provide relevant evidence documents from？the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding？goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related？bids will be rejected.？If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.
C.The winning candidates who provide the manufacturer"s authorization letter in the tender documents shall deliver the original manufacturer"s authorization letter (the signature, personal seal or official seal must all be the original. Scanned and printed documents will not be accepted) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the time limit requirement for verifying the original. The manufacturer"s authorization letter provided in the tender documents can be verified and verified on the manufacturer"s official website. If the original manufacturer"s authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it will be dealt with as providing false bidding materials. Failure to provide the original documents within the prescribed time limit will be treated as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.
(2)Qualification requirement:
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People"s Republic of China" (for the manufacture of pressure pipeline components) ,ranking B or above that cover the bidding products.
A scanned copy of the original certificate must be provided (for future reference) in the bidding document and can be accessed on the National Special Equipment Publicity Information Query Platform (https://cnse.e-cqs.cn/info-pub/pub) or verified on the website of the administrative authority.？
(3)Requirement for Bidder"s reference:
From January 1st, 2015？to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied？by the bidder shall have？at least one contract？of supply？performance？of Electric-driven Distribution？Valve？of？Polycarbonate？Plant, and meet the technical requirement？at the same time:？1)？ at least 2 sets of valves with the main body made from 904L2) at least 2 sets of valve size are equal or larger than 6 inch. (If 2 valves meet the 2 requirements at the same time in？one？contract？is deemed as valid performance).
The performance of the distribution？valve submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the distribution？valve？submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the distribution？valve？submitted in this bid and the manufacturer of the distribution？valve？meeting the above performance requirements belong to the same group.
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, valve type, quantity, material？and delivery acceptance certificate(The signed and/or officially sealed delivery acceptance slip, commissioning acceptance report, or other valid supporting documents that can attest to the acceptance of goods under the contract by the project unit or end user.).
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
In addition to the performance of the bidding goods of the manufacturer, If the bidder is an agent, the bidder？shall？have sales performance of valve of the same manufacturer？group？from January 1st, 2022 to the deadline of the bid submission date, and provide corresponding documentary evidence. The sales performance documentary evidence？includes？but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures？and？seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer？and the agent, and the name of the goods.？If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
