1、Bidding Conditions
Overview:Tianjin Bohai Petrochemical Co., Ltd. plans to build a 50000 ton/year super absorbent polymer (SAP) plant . Now is proposed to purchase a complete set of equipment and facilities for the Surface treatment unit of the 50000 ton/year SAP plant. The bidder shall meet the following requirements: the Surface treatment unit should have a reasonable overall layout, high degree of automation, low energy consumption, and reduce operating costs. Complete set of equipment with advanced process equipment; Design and manufacture according to the advanced level of similar products in the same period; Can be organically integrated with various units of SAP device, running smoothly. All purchased parts, consumables, and equipment structures of the system comply with relevant industry requirements. The entire system is safe and reliable, with good operational safety conditions, equipped with reasonable safety protection measures, online monitoring, and system alarms.
Source of Funds:Self-Funded, Funding has been implemented.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1)The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
(2)This Invitation for Bids is open to all legal persons or other organizations within the People"s Republic of China (hereinafter abb. as "PRC") or from all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas").
(3)Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
(4)Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
(5)Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
(6)The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
(7)Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as "the Website") prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
(8)Copies of business licenses shall be submitted by domestic bidders, and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). In case of Joint Venture, all the members of the joint venture shall meet the above requirement, and the Joint Venture Agreement shall be signed. (format is as per Section 6 Attachment 5. Joint Venture Agreement).
(9)The Bidder shall be professional equipment manufacturer and possess equipment integration capabilities. In case of Joint Venture, the leading party shall meet the above requirement. Bidding from agent is not accepted for this project. "Manufacturer Qualification Statement" shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I).
(10)The bidder shall provide scanned copy of the valid occupational Health and Safety Management System Certification, Environmental Management System Certification, and Quality Management System Certification Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
(11)The bidder must have the sales experience of at least 1 set of SURFACE treatment unit that have been accepted and stably operated for more than 12 months in SAP plant from January 1, 2013 to present. (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six)
The successful experience shall be identified upon:
Copy of contract. The contract must reflect relevant information such as the supply content, signing date, user"s name and address, delivery date of the device/equipment, delivery quantity and scale of the device/equipment, etc.
(12)The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Reports of 2022-2024 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
(13)Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company"s legal representative, the qualified company"s legal representative certificated and his Identification Card shall be provided.
