3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) Bidders whose origin of the bidding product is outside the customs territory must be the manufacturer or a directly authorized agent of the manufacturer. If bidding as an agent:
① The automated enzyme-linked immunosorbent assay (ELISA) reader, automated multifunctional ELISA reader, flow cytometer, and fluorescence quantitative PCR reader of this module must provide the manufacturer"s only formal authorization letter for this bidding process (the authorization letter must be directly authorized by the manufacturer, and secondary authorization is not allowed). The other component instruments of this module can provide manufacturer authorization, or be authorized by the manufacturer"s authorized first level agent. The authorization letter should include the relevant content of "the manufacturer is responsible for the quality of the product and after-sales service" and the manufacturer"s contact person and contact information, and ensure that the manufacturer"s contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer can also provide a written commitment/explanation outside the authorization letter). Otherwise, proxy bidding will not be accepted;
② Bidders who have been registered locally in accordance with the law for at least three years from the bid opening date are required to provide valid copies of their business license and other registration documents;
③ Within three years from the bid opening date, bidders must have sales performance of similar products in at least two different years, and provide copies of contracts or orders proving their sales performance (at least two copies of contracts or orders from different years), signed or stamped by the bidder"s representative.
(3)Bidders whose products are of origin within the customs territory must be manufacturers or agents directly authorized by manufacturers.
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (6) The bid shall be rejected if the bidder puts forward invalid complaint one or more times in the bidding activities organized by China Petroleum Materials Co., Ltd. within one year before the bid opening date (including complaint rejected, overruled or judged to maintain the original bid evaluation results by the mechanical and electrical office).
(7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder"s Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
