The construction funds have been secured. The project is now ready for international public bidding.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Qualifications or Experience Required of Bidders:
The bidder shall be a legal entity or other organization from the People"s Republic of China or from a country/region maintaining normal trade relations with the PRC. Domestic bidders shall provide a valid duplicate copy of their business license; overseas bidders shall provide a copy of their certificate of commercial registration or other valid proof of qualification.

3.2 After-Sales Service Requirements for Overseas Manufacturers/Agents:
If the bidder is an overseas manufacturer or an authorized agent thereof, the manufacturer must maintain a permanent service facility within China or appoint an authorized agency capable of providing timely and effective after-sales service at the project location. Documentation shall include:
(a) Basic information and business license copy of the after-sales service institution;
(b) For authorized agencies: A manufacturer-issued after-sales service authorization letter.

3.3 Manufacturer Authorization Requirements:
Bidders shall be either the equipment manufacturer or its authorized agent. If unable to manufacture all/specific equipment, the bidder shall be deemed an agent for such equipment and must provide a project-specific product authorization letter from the manufacturer.

Exclusive Representation: A manufacturer may appoint only one agent for identical brand/model equipment.

Manufacturer Participation: A manufacturer bidding directly may not authorize any agent.

Agent Requirements: Agents must submit:
(i) Manufacturer"s project-specific product authorization letter explicitly listing equipment models (bids omitting model numbers are invalid);
(ii) Manufacturer"s after-sales service commitment letter.

3.4 Conflict of Interest Restriction:
Organizations sharing the same legal representative or having holding/management relationships may not simultaneously bid for this project.

3.5 Reputation Requirements:
3.5.1 Domestic Bidders: Must not be listed as "dishonest persons subject to enforcement" (per Supreme People"s Court records), verified via:

Credit China (www.creditchina.gov.cn) or

China Enforcement Information Online (http://zxgk.court.gov.cn).
3.5.2 Overseas Bidders: Must submit a self-declaration confirming good commercial reputation and no material legal violations.

3.6 Valid Bidder Definition:
Only legal entities/organizations that have responded to this tender, obtained tender documents from the Tendering Authority/Tendering Agent, and participate in the bidding competition are eligible. Entities failing to obtain tender documents are disqualified.
